تتعرّض سيارات الطوارئ ومن بداخلها للخطر من بعض المتعجلين، في الوقت الذي يجب فيه إفساح الطريق أمامها وإخلاء المسار لها دون عائق. ويرى البعض ضرورة تشديد العقوبات على المخالفين وردعهم، إذ يرافق سلوك ملاحقة سيارة الإسعاف -مثلاً- مخاطر كبيرة واحتمالات وقوع حادثة بسبب التوقف المتكرر للسيارة، ما يعني تعطيل المسعفين وتأخير إنقاذ الحالات، وقد تتسبّب الحادثة في إصابة المسعفين أنفسهم وتضرر السيارات. ليس المطلوب أقل من منح الأولوية لسيارات الإسعاف، فإفساح الطريق لمركبات الطوارئ واجب وطني ومسؤولية أخلاقية تُلزم كل شخص بالمشاركة في حفظ الأمن وسلامة المجتمع، إذ إن إفساح الطريق يتيح لسيارة الطوارئ والإسعاف الفرصة للوصول إلى مكان الحادثة في أسرع وقت لإنقاذ حياة إنسان ومنع وقوع المزيد من الخسائر.

إحصاء مقلق

وفق آخر الإحصاءات المعلنة، بلغ عدد الحوادث التي تعرضت لها سيارات الإسعاف في ثلاث سنوات أكثر من 530 حادثة، أغلبها بسبب ملاحقة سيارات الإسعاف في الطرق المزدحمة للاستفادة من فتح الطريق لها. ونصت المادة 8/54 من نظام المرور على ضوابط إفساح الطريق لمركبات الطوارئ، كما نصت على أنه «عند سماع مركبات الطوارئ والمواكب الرسمية وكان السائق في ملتقى أو تقاطع الطرق وجب عليه أن يبادر على الفور إلى إخلاء مكانه لتأخذ تلك المركبات طريقها دون أدنى إعاقة».

كاميرات خلفية للرصد

في خطوة مهمة اتخذتها هيئة الهلال الأحمر لرصد المخالفين من ممارسي سلوك ملاحقة مركباتها خلال أداء مهامها، استعانت الهيئة بكاميرات خلفية «مثبتة خلف مركبات الإسعاف» لرصد مخالفات ملاحقة سياراتها، ويتوجب على مرتكبها دفع غرامة مالية تصل إلى 900 ريال.

وزير الصحة يدعو للتعاون

أكد وزير الصحة فهد الجلاجل في وقت سابق، أن حياة المرضى والمصابين تهم الجميع ويمكن أن يساهم الجميع في إنقاذهم بمجرد الإفساح لمركبات الإسعاف، داعياً الجميع للتعاون بإفساح الطريق حتى تصل مركبات الإسعاف في الوقت المناسب.

وحذرت هيئة الهلال الأحمر السعودي من ملاحقة سيارات الإسعاف، مؤكدة وجود مخاطر من جراء ذلك الفعل غير القانوني، مشيرة إلى احتمالية وقوع حادثة بسبب التوقف المتكرر لسيارة الإسعاف، كما أن وقوع الحادثة يتسبب في تعطيل المسعفين وتأخير إنقاذ المصابين.

تهديد حقيقي للحياة

شدد الخبير في أنظمة المرور اللواء متقاعد محمد حسن القحطاني، على أن مطاردة سيارات الإسعاف ليست مجرد مخالفة مرورية، بل هي تهديد حقيقي لحياة الآخرين ممن ينتظرون إنقاذ أرواحهم في عمليات الإسعاف والنقل لمراكز العلاج.

إذ يُعد إفساح المجال وإعطاء الأفضلية لسيارات الطوارئ واجباً إنسانياً ومسؤولية مجتمعية قبل أن يكون نظاماً تفرضه الإدارة العامة للمرور.

وأوضح اللواء متقاعد القحطاني، أن السلوك المخالف الذي يرتكبه بعض قائدي المركبات بملاحقة سيارات الطوارئ يسبب إرباكاً شديداً لقائد مركبة الطوارئ.

«الأفضلية» التزام أخلاقي

يرى المستشار الأمني اللواء متقاعد حسين الحارثي، أن ملاحقة مركبات الطوارئ تتجاوز الجانب المادي للعقوبة؛ فالملاحقة اللصيقة لسيارة الإسعاف تسبب إرباكاً شديداً لقائد مركبة الطوارئ، وتزيد من احتمالية وقوع حوادث الاصطدام الخلفي. إن «إعطاء الأفضلية» ليس مجرد قانون، بل هو التزام أخلاقي يساهم بشكل مباشر في دعم الجهود الإسعافية والأمنية، إذ يرتكب بعض قائدي المركبات خطأً فادحاً بالالتصاق بمركبة الطوارئ لتجاوز الازدحام، ما يؤدي إلى إعاقة حركة الطوارئ والتسبب في تأخير وصول المصابين للمستشفيات، كما أن التوقف المفاجئ لسيارة الإسعاف قد يؤدي لارتطام المركبات الملاحقة بها في حوادث متسلسلة.

وأوضح الحارثي، أن هذا السلوك قد يتسبب في إرباك الميدان وتشتيت انتباه قائدي المركبات الأخرى الذين يحاولون إفساح الطريق، وقد يؤدي إلى فقدان القدرة على رؤية المسار أمام مركبة الطوارئ، ما يجعل السائق عرضة للاصطدام عند أي مناورة مفاجئة تقوم بها المركبة لفتح الطريق. وبيّن أن قواعد التعامل الصحيح عند سماع صافرات الإنذار للمركبات والتي تهدف إلى ضمان انسيابية الحركة المرورية ودعم مركبات الطوارئ عبر الهدوء وإفساح الطريق لها وتجنب الوقوف المفاجئ في وسط الطريق، وعدم محاولة اللحاق بالمركبة أو السير خلفها مباشرة لاستغلال المساحة المفتوحة.

القيادة الآمنة.. مسؤولية

أكدت وزارة الداخلية خطورة ملاحقة مركبات الطوارئ أثناء استعمال المنبهات الخاصة بها، مبينة أن هذا السلوك يعد مخالفة مرورية تعرض سلامة قائد المركبة وفرق الطوارئ للخطر.

وأوضحت أن الالتزام بالأنظمة المرورية والتعاون مع مركبات الإسعاف والدفاع المدني والجهات الأمنية يضمن سرعة مباشرة الحالات الطارئة، ويسهم في حماية الأرواح والممتلكات.

وأكدت الوزارة أن القيادة الآمنة مسؤولية مشتركة تتطلب وعي المجتمع وتكاتف الجميع لتحقيق انسيابية الحركة المرورية ورفع مستوى السلامة على الطرق.

غرامة بين 500 - 900 ريال

حذّرت الإدارة العامة للمرور من ارتكاب مخالفة ملاحقة مركبات الطوارئ أثناء استعمال المنبهات الخاصة بها على الطرق وبالشوارع في مختلف مدن ومناطق المملكة.

وبينت أن ملاحقة تلك المركبات ومنها سيارات الإسعاف والإطفاء ونحوها، تُعد مخالفة مرورية موجبة للعقوبة، إذ تتمثل عقوبتها في إلزام المخالف بدفع غرامة مالية تراوح بين 500 - 900 ريال. ولفتت إلى أن ملاحقة مركبات الطوارئ أثناء تنفيذ مهامها سلوك غير حضاري، مشدّدة على قائدي المركبات الأخرى بعدم تعطيلها ومنحها الأفضلية في المرور للمساهمة في إنقاذ الأرواح.

Emergency vehicles and those inside them are endangered by some impatient drivers, at a time when the road should be cleared for them without obstruction. Some believe it is necessary to tighten penalties on violators to deter them, as the behavior of chasing an ambulance, for example, carries significant risks and the possibility of an accident due to the repeated stopping of the vehicle, which means delaying paramedics and hindering the rescue of cases. An incident could even result in injuries to the paramedics themselves and damage to the vehicles. It is essential to prioritize ambulances; clearing the way for emergency vehicles is a national duty and a moral responsibility that obliges everyone to participate in maintaining security and community safety, as clearing the road allows emergency and ambulance vehicles to reach the scene of an incident as quickly as possible to save lives and prevent further losses.

Worrying Statistics

According to the latest announced statistics, the number of accidents involving ambulances over three years exceeded 530 incidents, most of which were due to drivers chasing ambulances on busy roads to take advantage of the road being cleared for them. Article 8/54 of the traffic regulations stipulates controls for clearing the way for emergency vehicles, stating that "when hearing emergency vehicles and official convoys, if the driver is at an intersection or junction, they must immediately clear their position so that those vehicles can proceed without any obstruction."

Rear Cameras for Monitoring

In an important step taken by the Red Crescent Authority to monitor violators who engage in the behavior of chasing its vehicles during their missions, the authority has employed rear cameras "mounted on the back of ambulances" to record violations of following its vehicles. Offenders are required to pay a fine of up to 900 riyals.

Health Minister Calls for Cooperation

Health Minister Fahd Al-Jalajel previously emphasized that the lives of patients and injured individuals concern everyone, and everyone can contribute to saving them simply by clearing the way for ambulances, urging everyone to cooperate by clearing the road so that ambulances can arrive on time.

The Saudi Red Crescent Authority warned against chasing ambulances, confirming the risks associated with this illegal act, pointing to the possibility of an accident occurring due to the repeated stopping of the ambulance, which disrupts paramedics and delays the rescue of the injured.

A Real Threat to Life

Retired traffic systems expert Major General Muhammad Hassan Al-Qahtani stressed that chasing ambulances is not just a traffic violation, but a real threat to the lives of others who are waiting for their lives to be saved in emergency and transport operations to treatment centers.

Clearing the way and giving priority to emergency vehicles is a humanitarian duty and a community responsibility before it becomes a regulation enforced by the General Traffic Department.

Retired General Al-Qahtani explained that the violating behavior exhibited by some drivers who chase emergency vehicles causes significant confusion for the emergency vehicle driver.

“Priority” is a Moral Commitment

Security consultant retired Major General Hussein Al-Harithi believes that chasing emergency vehicles goes beyond the material aspect of the penalty; closely following an ambulance causes significant confusion for the emergency vehicle driver and increases the likelihood of rear-end collisions. "Giving priority" is not just a law, but a moral commitment that directly contributes to supporting emergency and security efforts, as some drivers make a grave mistake by sticking to the emergency vehicle to bypass traffic, which leads to obstructing emergency movement and delaying the arrival of the injured to hospitals. Additionally, the sudden stopping of an ambulance could lead to the vehicles following it colliding in chain accidents.

Al-Harithi clarified that this behavior could cause confusion in the field and distract the attention of other drivers who are trying to clear the way, potentially leading to a loss of visibility of the path ahead of the emergency vehicle, making the driver susceptible to collision during any sudden maneuver the vehicle makes to clear the road. He indicated that the correct response when hearing the sirens of vehicles, which aim to ensure smooth traffic flow and support emergency vehicles, is to remain calm, clear the way for them, avoid sudden stops in the middle of the road, and not attempt to follow the vehicle or drive directly behind it to take advantage of the open space.

Safe Driving... A Responsibility

The Ministry of Interior confirmed the dangers of chasing emergency vehicles while they are using their sirens, indicating that this behavior constitutes a traffic violation that jeopardizes the safety of the vehicle driver and emergency teams.

It clarified that adhering to traffic regulations and cooperating with ambulances, civil defense, and security agencies ensures the rapid response to emergencies and contributes to protecting lives and property.

The ministry emphasized that safe driving is a shared responsibility that requires community awareness and collective efforts to achieve smooth traffic flow and enhance safety on the roads.

Fines Between 500 - 900 Riyals

The General Traffic Department warned against committing the violation of chasing emergency vehicles while they are using their sirens on roads and streets in various cities and regions of the Kingdom.

It indicated that chasing those vehicles, including ambulances and fire trucks, constitutes a traffic violation subject to penalties, with fines ranging between 500 - 900 riyals. It pointed out that chasing emergency vehicles while they are performing their duties is an uncivilized behavior, stressing to other drivers not to obstruct them and to give them priority in passing to contribute to saving lives.
