الجدعان: «إيرادات الدولة» يعزز الكفاءة ويدعم الاستدامة المالية

أكّد وزير المالية محمد الجدعان أن اعتماد مجلس الوزراء اليوم نظام إيرادات الدولة المحدّث يمثل خطوة مهمة نحو تطوير حوكمة الإيرادات الحكومية، وتعزيز كفاءة إدارتها بما يدعم الاستدامة المالية.

وفي بيان له، أشار وزير المالية محمد الجدعان إلى أن النظام يعزز قدرات الجهات الحكومية على تحسين تقدير الإيرادات، ورفع الامتثال في السداد، وتنظيم التحصيل ومعالجة الديون، بما يوازن بين الكفاءة ومراعاة ظروف المكلفين.

وتأتي هذه الخطوة ضمن مساعي المملكة لتعزيز الاستدامة المالية وتحقيق الشفافية في إدارة الموارد العامة.

ترسيخ الحوكمة

ويأتي هذا التحديث ضمن جهود تطوير المنظومة المالية بالمملكة، لتعزيز كفاءة إدارة الإيرادات وترسيخ الحوكمة والشفافية، تماشياً مع التحولات الاقتصادية والإدارية التي تشهدها البلاد، وبما يحقق أهداف رؤية السعودية 2030.

ويسهم النظام في تنظيم الإيرادات الحكومية بتحديد الأدوار والمسؤوليات، وتطوير آليات التقدير للمدى المتوسط والطويل، مما يدعم التخطيط المالي ورفع دقة التقديرات. كما يشمل إجراءات لتحصيل المستحقات وتنظيم السداد والتقسيط بضوابط محددة، لتعزيز الانضباط المالي وكفاءة إدارة الموارد.

Finance Minister Mohammed Al-Jadaan confirmed that the Cabinet's approval today of the updated State Revenue System represents an important step towards developing the governance of government revenues and enhancing the efficiency of their management to support financial sustainability.

The minister, Al-Jadaan, indicated in a statement that the system contributes to enabling government entities to improve revenue estimation mechanisms and raise the level of compliance in settling dues, in addition to organizing collection procedures and addressing government debts, achieving a balance between collection efficiency and consideration of the circumstances of the taxpayers.

Establishing Governance

The update of the system comes as part of the development of the financial system in the Kingdom, enhancing the efficiency of government revenue management and establishing the principles of governance and transparency, in line with the economic and administrative transformations taking place in the Kingdom, aligning with the targets of Saudi Vision 2030.

The system contributes to organizing the management of government revenues by defining roles and responsibilities among the relevant entities, developing revenue estimation mechanisms in the medium and long term, supporting financial planning and increasing the reliability of estimates. It also includes procedures for addressing the collection of government dues and organizing payment and installment mechanisms according to specific controls, enhancing financial discipline and supporting the efficiency of the management of the state's financial resources.

ويمثل النظام خطوة مهمة نحو تحقيق أهداف رؤية السعودية 2030 المالية، حيث يسهم في تحسين كفاءة جمع الإيرادات وتقليل الفاقد. كما يُتوقع أن يدعم هذا النظام الانضباط المالي ويسهل التخطيط المالي طويل المدى، مما يعزز استقرار المالية العامة.
