أكد وكيل محافظة تعز اليمنية الدكتور عبدالقوي المخلافي، أن السعودية تمثل شريكاً إستراتيجياً لليمن، ولم يقتصر دورها على مساندة الشرعية سياسياً بل امتد ليشمل دعم الاقتصاد، والاستجابة الإنسانية، وتمويل مشاريع التنمية وإعادة الإعمار.

وقال، في حوار أجرته معه «عكاظ»، إنه في ظل الظروف الاقتصادية الصعبة التي تمر بها اليمن، كان للدعم السعودي أثر بالغ في تعزيز قدرة مؤسسات الدولة على الاستمرار في أداء وظائفها، والتخفيف من معاناة المواطنين، مبيناً أن الدعم السعودي في محافظة تعز حاضر بصورة واضحة من خلال مشاريع نوعية تمسّ احتياجات المواطن مباشرة في قطاعات التعليم والصحة والطرق والطاقة والمياه، وهو ما يعكس فهماً عميقاً لأولويات التنمية، ويؤكد أن العلاقة بين البلدين تقوم على شراكة حقيقية تتجاوز الدعم الإغاثي إلى بناء القدرات وتحقيق التنمية المستدامة. وتطرق وكيل محافظة تعز إلى عدد من المواضيع المهمة:

• ماذا عن دعم البرنامج السعودي لتنمية وإعمار اليمن ومركز الملك سلمان للإغاثة والأعمال الإنسانية للمحافظة؟

•• يُعد البرنامج السعودي لتنمية وإعمار اليمن اليوم أحد أهم شركاء التنمية في محافظة تعز، إذ يعمل وفق رؤية تنموية متكاملة تستهدف القطاعات الأكثر ارتباطاً بحياة المواطنين، تحت إشراف السفير محمد آل جابر، الذي يولي تعز اهتماماً خاصاً وحرصاً على تنفيذ المشاريع النوعية فيها.

ففي التعليم، يجري تنفيذ مشروع كلية الطب بجامعة تعز بكامل مرافقها وتجهيزاتها الحديثة، إلى جانب إنشاء مجمعات تربوية ومعهد تقني وفني للبنات، بما يسهم في إعداد كوادر مؤهلة تلبي احتياجات سوق العمل. وفي القطاع الصحي، يشمل الدعم إنشاء مستشفى متخصص لعلاج الأورام السرطانية ليكون مستشفى تعليمياً ومرجعياً، إضافة إلى مستشفى ريفي في مديرية المواسط، بما يعزز الخدمات الصحية في المدينة والريف.

أما في قطاع الطرق، فقد أسهم البرنامج في إعادة تأهيل طريق هيجة العبد، وهو شريان إستراتيجي يربط تعز بالعاصمة المؤقتة عدن، كما يجري الإعداد لتنفيذ مشاريع طرق حضرية أخرى، وفي مقدمة ذلك تأهيل وصيانة معظم شوارع المدينة التي تربط بين المديريات، إضافة إلى شارع الأمير سلطان بن عبدالعزيز السياحي، ذلك الشريان الحيوي الذي يربط المدينة بجبل صبر وقمة العروس، والذي يحمل أهمية سياحية واقتصادية واجتماعية كبرى، وسيكون له -بعد تأهيله- أثر مباشر في تحسين الحركة الاقتصادية والتنشيط السياحي للمحافظة.

وفي قطاع الطاقة، يمثل مشروع محطة الكهرباء الحكومية بقدرة 50 ميغاوات أحد أهم المشاريع الإستراتيجية المنتظرة، لأنه سيعيد خدمة الكهرباء الحكومية إلى مدينة تعز بعد أكثر من عقد من الانقطاع، وسيشكل نقطة تحول في تحسين الخدمات العامة، وتشجيع الاستثمار، وتحريك النشاط الاقتصادي.

كما امتدت مشاريع البرنامج إلى مديريات ساحل تعز، عبر تنفيذ مشاريع طرق ومستشفيات ودعم المؤسسات التعليمية، بما يعكس شمولية الرؤية التنموية.

•• احتياجات تعز اليوم تتجاوز المعالجات المؤقتة، وتتطلب مشاريع إستراتيجية تعيد بناء البنية التحتية على أسس مستدامة، وفي مقدمة هذه الأولويات يأتي مشروع محطة الكهرباء الحكومية، باعتباره مدخلاً لتحسين مختلف القطاعات الخدمية والاقتصادية، إلى جانب مشروع تحلية مياه البحر من المخا إلى تعز، الذي نراه الحل الإستراتيجي لإنهاء أزمة المياه بصورة جذرية. كما تحتاج المحافظة إلى استكمال مشاريع الطرق، خصوصاً تأهيل وصيانة معظم شوارع المدينة التي تربط بين المديريات، وإعادة تأهيل شارع الأمير سلطان بن عبدالعزيز السياحي الذي يربط المدينة بجبل صبر وقمة العروس، لما له من أهمية في تنشيط الحركة التجارية والسياحية، إضافة إلى مشاريع الصرف الصحي، وتوسعة المستشفيات، وتطوير المؤسسات التعليمية، بما يتناسب مع الكثافة السكانية والدور الاقتصادي والعلمي الذي تضطلع به تعز.

ورغم محدودية الموارد، فإن ما ساعدنا على الصمود هو التكامل بين جهود السلطة المحلية والحكومة، والدعم الأخوي غير المحدود من السعودية، ومساندة المانحين، وقبل كل ذلك الإرادة الاستثنائية لأبناء تعز الذين أثبتوا أن التنمية يمكن أن تستمر حتى في أصعب الظروف.

تحسن الوضع الأمني في تعز

• ماذا عن الحالة الأمنية في المحافظة، وكيف تديرونها؟

•• الوضع الأمني في تعز يشهد تحسناً تصاعدياً قياساً بالظروف التي تمر بها المحافظة، بفضل التنسيق المستمر بين السلطة المحلية والمؤسسة العسكرية والأجهزة الأمنية.

ونعمل وفق مبدأ أن الأمن والتنمية مساران متلازمان، ولذلك نركز على تعزيز سيادة القانون، ومكافحة الجريمة، وتطوير الأداء المؤسسي للأجهزة الأمنية، بما يعزز ثقة المواطن ويوفر بيئة مستقرة للاستثمار والعمل والإنتاج.

ورغم قرب خطوط المواجهة، فإن المحافظة نجحت في الحفاظ على قدر معقول من الاستقرار، ونسعى باستمرار إلى تطوير هذا الأداء بما يواكب تطلعات المواطنين.

• تبقى الخدمات الصحية والتعليمية ضرورية، ما أبرز المشاريع الحالية والمستقبلية؟

•• نعتبر الاستثمار في التعليم والصحة استثماراً مباشراً في مستقبل المجتمع، ولذلك تحظى هاتان الأولويتان باهتمام كبير.

وشهدت المحافظة خلال الفترة الماضية افتتاح وتأهيل عدد من المدارس والمرافق الصحية ومشاريع المياه والصرف الصحي والبناء المؤسسي، فيما يجري تنفيذ مشاريع إستراتيجية غير مسبوقة، أبرزها كلية الطب بجامعة تعز، ومستشفى الأورام، والمعهد التقني والفني للبنات، إضافة إلى مشاريع المياه والكهرباء والطرق، ومنها تأهيل وصيانة شوارع المدينة الداخلية والشارع السياحي الرابط إلى جبل صبر. وهذه المشاريع لا تستهدف معالجة الاحتياجات الحالية فحسب، وإنما تؤسس لقدرات تنموية ستخدم المحافظة لعقود قادمة.

تحديات استمرار آثار الحرب

• ما أبرز الصعوبات التي تواجه سكان تعز؟

•• التحديات ما تزال كبيرة، وفي مقدمتها استمرار آثار الحرب، وارتفاع تكاليف المعيشة، والضغط المتزايد على الخدمات نتيجة النزوح، إلى جانب محدودية الموارد المالية، وحاجة البنية التحتية للطرق إلى تأهيل شامل، خصوصاً تلك التي تضررت بفعل الحرب والعوامل الجوية، وفي مقدمتها الشوارع الرئيسية التي تربط المديريات والشارع السياحي. ومن هذا المنطلق، نركز على تحسين كفاءة الإدارة المحلية، وتعزيز الشفافية، وتوسيع الشراكات مع الحكومة والقطاع الخاص والمانحين، والعمل على تنفيذ مشاريع مستدامة تعالج جذور المشكلات بدلاً من الاكتفاء بالحلول الآنية.

دعم مجلس القيادة الرئاسي

• كيف هو تفاعل مجلس القيادة الرئاسي والحكومة مع احتياجات المحافظة؟

•• تحظى محافظة تعز باهتمام مستمر من مجلس القيادة الرئاسي برئاسة الدكتور رشاد العليمي، ومن الحكومة، ويتجسد ذلك في متابعة احتياجات المحافظة، ودعم السلطة المحلية، والعمل على الدفع بالمشاريع الإستراتيجية، وعلى رأسها مشاريع الطرق وتأهيل الشوارع، ومشروع الكهرباء، ومشروع تحلية المياه.

He stated in an interview with "Okaz" that amid the difficult economic conditions Yemen is experiencing, Saudi support has had a profound impact on enhancing the ability of state institutions to continue performing their functions and alleviating the suffering of citizens. He pointed out that Saudi support in Taiz is clearly present through qualitative projects that directly address the needs of citizens in the sectors of education, health, roads, energy, and water, reflecting a deep understanding of development priorities and confirming that the relationship between the two countries is based on a genuine partnership that goes beyond humanitarian aid to capacity building and achieving sustainable development. The Deputy Governor of Taiz touched on several important topics:

• What is the situation in Taiz and the conditions of its people?

•• Taiz is not just a governorate that faced war; it represents today a national model of resilience and management under exceptional circumstances. It has borne multiple burdens due to the siege and targeting of infrastructure, and it has welcomed large numbers of displaced persons, which has imposed unprecedented pressures on public services and limited resources. Despite this, the local authority, with support from the Presidential Leadership Council, the government, and regional and international partners, has managed to maintain a minimum level of services and gradually work on restoring state institutions and improving performance in several sectors. We recognize that the scale of needs remains large and that the effects of the war have not yet ended, but we believe that Taiz has moved from a crisis management phase to a gradual rebuilding phase, relying on the will of its people, state support, and developmental partnerships that are beginning to bear fruit.

Saudi Arabia is a strategic partner for Yemen

• Tell us about Saudi support for Yemen in general and for Taiz governorate in particular.

•• Saudi Arabia represents a strategic partner for Yemen, and its role has not been limited to politically supporting legitimacy but has extended to include economic support, humanitarian response, and funding for development and reconstruction projects. In light of the difficult economic conditions our country is experiencing, this support has had a profound impact on enhancing the ability of state institutions to continue performing their functions and alleviating the suffering of citizens.

In Taiz governorate, Saudi support has been clearly present through qualitative projects that directly address the needs of citizens in the sectors of education, health, roads, energy, and water, reflecting a deep understanding of development priorities and confirming that the relationship between the two countries is based on a genuine partnership that goes beyond humanitarian aid to capacity building and achieving sustainable development.

• What about the support from the Saudi Program for Development and Reconstruction of Yemen and the King Salman Center for Relief and Humanitarian Works for the governorate?

•• The Saudi Program for Development and Reconstruction of Yemen is today one of the most important development partners in Taiz governorate, working according to a comprehensive development vision targeting the sectors most related to citizens' lives, under the supervision of Ambassador Mohammed Al-Jaber, who gives special attention to Taiz and is keen on implementing quality projects there.

In education, the project for the College of Medicine at Taiz University is being implemented with all its facilities and modern equipment, alongside the establishment of educational complexes and a technical and vocational institute for girls, contributing to the preparation of qualified cadres that meet the labor market's needs. In the health sector, the support includes the establishment of a specialized hospital for cancer treatment to serve as an educational and reference hospital, in addition to a rural hospital in the Mawasit district, enhancing health services in both the city and the countryside.

In the roads sector, the program has contributed to rehabilitating the Heijjat Al-Abd road, which is a strategic artery linking Taiz to the temporary capital, Aden. Preparations are also underway to implement other urban road projects, foremost among them the rehabilitation and maintenance of most of the city's streets that connect the districts, in addition to the tourist street of Prince Sultan bin Abdulaziz, which is a vital artery linking the city to Mount Sabir and the Bride's Peak, carrying great tourist, economic, and social significance, and will have a direct impact on improving economic movement and stimulating tourism in the governorate once rehabilitated.

In the energy sector, the government electricity station project with a capacity of 50 megawatts represents one of the most important awaited strategic projects, as it will restore government electricity service to the city of Taiz after more than a decade of interruption, marking a turning point in improving public services, encouraging investment, and stimulating economic activity.

The program's projects have also extended to the coastal districts of Taiz, through the implementation of road projects, hospitals, and support for educational institutions, reflecting the comprehensiveness of the developmental vision.

The King Salman Center for Relief and Humanitarian Works continues to play a pivotal humanitarian role through the implementation of water, health, food security, and shelter projects, among the most notable of which is the project to support water sources in the city of Taiz, which will help alleviate one of the most pressing crises. We view these projects as an investment in the stability of the Yemeni people and the future of the governorate, and we highly appreciate this brotherly role, looking forward to expanding areas of cooperation in the upcoming phase.

• What services are lacking in the governorate, and what has helped you face the challenges?

•• The needs of Taiz today go beyond temporary solutions and require strategic projects that rebuild infrastructure on sustainable foundations. Foremost among these priorities is the government electricity station project, as it serves as an entry point for improving various service and economic sectors, alongside the seawater desalination project from Al-Mokha to Taiz, which we see as the strategic solution to end the water crisis fundamentally. The governorate also needs to complete road projects, especially the rehabilitation and maintenance of most of the city's streets that connect the districts, and the rehabilitation of the tourist street of Prince Sultan bin Abdulaziz, which links the city to Mount Sabir and the Bride's Peak, due to its importance in stimulating commercial and tourism movement, in addition to sewage projects, expanding hospitals, and developing educational institutions to match the population density and the economic and scientific role that Taiz plays.

Despite limited resources, what has helped us endure is the integration of efforts between the local authority and the government, the unlimited brotherly support from Saudi Arabia, the assistance of donors, and, above all, the extraordinary will of the people of Taiz who have proven that development can continue even in the most difficult circumstances.

Improvement of the security situation in Taiz

• What about the security situation in the governorate, and how do you manage it?

•• The security situation in Taiz is witnessing a gradual improvement compared to the conditions the governorate is going through, thanks to the ongoing coordination between the local authority, the military institution, and the security agencies.

We operate on the principle that security and development are interrelated paths, which is why we focus on enhancing the rule of law, combating crime, and developing the institutional performance of security agencies, which enhances citizens' trust and provides a stable environment for investment, work, and production.

Despite the proximity of confrontation lines, the governorate has succeeded in maintaining a reasonable level of stability, and we continuously strive to develop this performance in line with citizens' aspirations.

Direct investment in education and health

• Health and educational services remain essential; what are the most prominent current and future projects?

•• We consider investment in education and health as a direct investment in the future of society, which is why these two priorities receive significant attention.

During the past period, the governorate has witnessed the opening and rehabilitation of several schools, health facilities, water and sewage projects, and institutional building, while unprecedented strategic projects are being implemented, most notably the College of Medicine at Taiz University, the Cancer Hospital, and the Technical and Vocational Institute for Girls, in addition to water, electricity, and road projects, including the rehabilitation and maintenance of the city's internal streets and the tourist street leading to Mount Sabir. These projects aim not only to address current needs but also to establish developmental capacities that will serve the governorate for decades to come.

Challenges of the continuing effects of war

• What are the most prominent difficulties facing the residents of Taiz?

•• The challenges remain significant, foremost among them the continuing effects of the war, rising living costs, and the increasing pressure on services due to displacement, alongside limited financial resources and the need for comprehensive rehabilitation of the road infrastructure, especially those damaged by the war and weather factors, particularly the main streets linking the districts and the tourist street. From this standpoint, we focus on improving the efficiency of local administration, enhancing transparency, expanding partnerships with the government, the private sector, and donors, and working on implementing sustainable projects that address the root causes of problems rather than settling for immediate solutions.

Support from the Presidential Leadership Council

• How is the interaction of the Presidential Leadership Council and the government with the needs of the governorate?

•• Taiz governorate receives continuous attention from the Presidential Leadership Council headed by Dr. Rashad Al-Alimi and from the government, as evidenced by the follow-up of the governorate's needs, supporting the local authority, and working to push forward strategic projects, foremost among them road projects, street rehabilitation, the electricity project, and the water desalination project.

We appreciate this attention and look forward to its continued support, especially for major projects that exceed the capabilities of the local authority, as they have a direct impact on improving the lives of citizens and achieving sustainable development.

Taiz possesses the people and the will

• What would you like to say in conclusion to this dialogue?

•• I would like to emphasize that Taiz, despite what it has faced from war and siege, remains a governorate capable of rising, as it possesses the people, the will, and the institutions that believe in the state and work.
