19 million square meters of white land in Madinah entered development or circulation
أعلنت وزارة الشؤون البلدية والقروية والإسكان أن 19 مليون متر مربع من الأراضي البيضاء في المدينة المنورة دخلت مراحل التطوير والتداول، منها 12 مليون متر مربع اكتمل تطويرها. وخصصت إيرادات الرسوم لتمويل 9 مشاريع تنموية.
The Ministry of Municipal, Rural Affairs and Housing revealed that the total area of white land under development and in circulation in the Madinah region reached about 19 million square meters, an indicator that reflects the growing impact of the implementation of the white land and vacant property fee system in stimulating urban development and improving land use efficiency within urban boundaries.
The ministry clarified that the registered areas were distributed as follows: 12 million square meters of land that have completed development, 2 million square meters entered circulation, and 5 million square meters still under development, which enhances the utilization of unused land and supports increasing urban and housing supply in the region.
The ministry stated that revenues from white land fees contributed to financing 9 development and housing projects in the Madinah region, aiming to enhance the efficiency of infrastructure and municipal services, improve quality of life, and meet the needs of population and urban growth.
The ministry emphasized that these results come within the framework of ongoing efforts to achieve the goals of regulating the real estate market and stimulating development within cities, contributing to enhancing the balance between supply and demand, improving land investment efficiency, and increasing the supply of urban and housing products.
It noted that the white land and vacant property fee program continues its role in stimulating development by imposing fees on lands within the specified geographical boundaries as per regulations, while granting statutory deadlines to serious owners who intend to develop their lands according to specific technical controls, thereby accelerating the transformation of white land into active urban projects.
The ministry pointed out that the Real Estate Developers Service Center "Itmam" continues to support white land owners through an integrated digital system comprising more than 35 services, covering various stages of development and providing streamlined pathways to complete licenses, approvals, and coordination with relevant authorities.
The Madinah figures come within the context of broader achievements by the program across the Kingdom; about 71 million square meters in the Riyadh region entered development or circulation, including 29 million square meters that completed development, 20 million square meters entered circulation, and 21 million square meters under development, with 27 projects supported from fee revenues.
The Eastern Province recorded the highest total of about 146 million square meters, including 49 million square meters that completed development, 61 million square meters entered circulation, and 36 million square meters under development, in addition to supporting 16 development and urban projects.
In the Makkah region, the total reached about 28 million square meters, including 13 million square meters that completed development, 9 million square meters entered circulation, and 5 million square meters under development, with 14 development and housing projects supported.
The ministry confirmed that the integration between fee implementation and enabling owners to benefit from development services contributes to enhancing sustainable urban development and achieving the goals of Vision 2030 aimed at building more organized and sustainable cities.
