Saudi Arabia launches first national index to measure citizens' readiness for homeownership

The Real Estate Development Fund launched the first Homeownership Readiness Index (HRI) in the Kingdom, a national index issued quarterly to measure the readiness of Saudi citizens to own their first home, and to monitor the level of confidence in the housing market, thereby supporting the development of housing policies and financing solutions.

The index is based on four main axes: desire to purchase a home, confidence in obtaining financing, ease of access to housing finance, and readiness to provide the down payment, aiming to provide a forward-looking reading of market trends and beneficiary needs.

The CEO of the Real Estate Development Fund, Eng. Loay Al-Nahhas, explained that the index provides a unified tool to measure citizens' readiness for first homeownership nationwide, noting that its quarterly issuance will help understand beneficiary aspirations and the challenges they face, thereby supporting the development of more efficient financing solutions in cooperation with housing ecosystem partners.

He added that the first version represents the national baseline against which future editions will be measured, while subsequent quarterly reports will provide early indicators for decision-makers, financing entities, and real estate developers on market confidence levels and emerging trends in the housing sector.

The launch of the index comes within the initiatives of the Real Estate Development Fund aimed at developing the housing finance system and enhancing citizens' opportunities for first homeownership, in line with the targets of Saudi Vision 2030.
