Economy / Minister of Finance Approves 7 Controls for Contracting, Purchasing, and Quantities in Government Procurement
Riyadh, Safar 10, 1448 AH, corresponding to July 24, 2026 AD, SPA – His Excellency the Minister of Finance, Mr. Mohammed bin Abdullah Al-Jadaan, approved 7 controls for contracting, purchasing, and quantities, as part of efforts to develop the government procurement system, enhance spending efficiency, and strengthen governance and compliance in contracting and procurement processes, contributing to achieving the best value for public money and improving the quality of government services. The Government Expenditure and Projects Efficiency Authority prepares the contracting, purchasing, and quantities controls, which are specialized regulatory documents for specific government procurement services. Government entities subject to the Government Tenders and Procurement System are obligated to rely on them when preparing tender documents and specifications, ensuring unified purchasing practices and enhancing compliance with relevant regulations and legislation. The controls aim to provide government entities with a unified framework and technical standards that help determine the actual need for targeted procurements, improve planning and purchasing efficiency, and enhance the quality of tender document preparation. They also contribute to increasing spending efficiency, while reducing the time spent on preparing specifications by providing a unified technical and regulatory reference that supports government entities in various stages of procurement and contracting. The approved controls include: catering services for military and security sectors, city cleaning services, gardening, afforestation, and irrigation services (urban scope), security guard services, marketing services, uniforms, and furniture purchasing. These controls cover technical and regulatory requirements as well as contracting and procurement mechanisms, enhancing the standardization of specifications and conditions among government entities. The approval of these controls is an extension of efforts to develop the enablers, policies, and regulatory tools for government procurement, contributing to raising government spending efficiency, enhancing financial sustainability, and achieving the goals of Saudi Vision 2030 by adopting best practices, improving government performance efficiency, and maximizing the economic and developmental impact of public spending.
