Quality of Life is one of the programs of Saudi Vision 2030. It is also considered an ongoing program that continues even after the completion of Vision 2030, as it will persist into the next Vision 2040 because it has a permanent nature, being directly related to people: citizens, residents, guests of the Most Merciful, and visitors.

It aims to bring happiness, satisfaction, and stability to everyone living on Saudi soil. The program has partnerships with most vital sectors; the successes of these sectors reflect on the program. The partners of the Quality of Life program from the sectors are: economy, human resources, urban environment, municipal, tourism, entertainment, culture, sports, security, in addition to some other service sectors. Thus, the Quality of Life program is considered the measure and standard for the success of the vision, and the stability and satisfaction it brings to public life is an indicator of the community's interaction with urban and housing projects and the services provided, including strategic projects and infrastructure such as: Saudi Green Initiative, creating continuous job opportunities, architectural styles, diverse cultural offerings, comprehensive sports including hosting international championships, tourism options for domestic and international tourists, and entertainment for all ages.

The Quality of Life program - one of the programs to achieve Saudi Vision 2030 - reviewed in its annual report for 2025 on July 20, 2026 (SPA) the most prominent achievements made in various relevant sectors, and the progress witnessed by the Quality of Life system in implementing initiatives and transformational projects, contributing to achieving the goals of Vision 2030 and enhancing the quality of life for all residents of the Kingdom.

Key statistics of the report

* Economy: The contribution of the Quality of Life program to the GDP reached 78 billion riyals, exceeding the target of 77.1 billion riyals. The contribution to non-government investment recorded 21.8 billion riyals, and the local content ratio rose to 44%, exceeding the target of 37%.

* Human resources: 387,000 jobs were created by the end of the year, with an annual increase of 6.35%.

- Urban design sector: Progress was made in improving the urban environment through the Saudi Architecture Map initiative, which includes 19 architectural styles inspired by the geographical and cultural characteristics of the Kingdom.

* Municipal: The citizen satisfaction rate with municipal services rose to 85%, exceeding the target of 74%. The "Opportunities" initiative contributed to linking 49 government agencies with the private sector by offering more than 19,000 investment opportunities, and the value of returns from its contracts exceeded 9 billion riyals, supporting city economies.

* Tourism: The tourism sector witnessed continuous growth, as the Kingdom's destinations received more than 32 million domestic and international tourists during the Saudi Summer season, with a growth rate of 26% compared to the previous season, and tourism spending exceeded 53.2 billion riyals, a growth of 15%.

As for the number of tourists, the number of international tourists arriving at various Saudi destinations doubled, with the Kingdom recording a growth of 102% in the number of international tourists during the first quarter, compared to 2019, significantly exceeding the global growth rate of 3% and the Middle East growth rate of 44%. The Kingdom ranked third globally and second regionally.

* Entertainment: The entertainment sector continued its expansion through a system comprising 954 licensed sites, hosting 40 unique entertainment events, in addition to implementing various training programs and development courses that benefited more than 42,000 beneficiaries in 10 cities, incubating 33 startups, and supporting 110 facilities through financing programs and financial guarantees.

* Culture: In the cultural sector, the Prince Mohammed bin Salman International Center for Arabic Calligraphy was launched in Medina, and the Red Sea Museum was opened in Historic Jeddah, adding a qualitative addition to the cultural and knowledge scene in the Kingdom. The number of cultural events days reached 6,314 days, compared to the target for 2025 of 3,010 days, and the number of "visitable national heritage sites" reached 232 sites, achieving the indicator target for 2025.

* Sports: In the sports sector, the percentage of adults practicing physical activity rose to 59.1%, exceeding the target of 55%, and more than 230,000 participants benefited from the Sports for All platform, which includes more than 9,000 sports groups.

* Security: The security sector witnessed the launch of the Unified Security Operations Center (911) in Medina, making it the fourth in the Kingdom, unifying the work of 28 operations rooms within an integrated operational system that includes security, government, and service agencies in the region.
