The Saudi Ministry of Municipalities and Housing revealed that the total area of white lands included in development and traded in the Makkah region amounted to about 28 million square meters.

The ministry also stated that white land fees revenues supported 14 development and housing projects in the Makkah region, enhancing the efficiency of infrastructure and municipal services, and contributing to providing housing solutions that meet the needs of the population growth and urban expansion witnessed in Makkah.

It also affirmed that these results are an extension of ongoing efforts to achieve the goals of regulating the real estate market and stimulating development within cities, thus contributing to enhancing the balance between supply and demand, raising the efficiency of land investment, and increasing the supply of urban and housing products.

The Ministry of Municipalities and Housing indicated that the white land and vacant property fees program continues its role in stimulating development by applying fees on lands within the legally specified geographical boundaries, in addition to granting statutory grace periods to serious taxpayers who develop their lands according to specific technical controls, thus accelerating the pace of development and converting white lands into effective urban projects and products that support economic and urban growth, noting that the Real Estate Developers Services Center 'Itmam' continues to provide support to white land owners through an integrated digital system comprising more than 35 services covering various stages of development, and providing clear and facilitated paths for obtaining licenses, approvals, and coordination with relevant authorities, thereby accelerating project implementation and improving land development efficiency within urban boundaries.

The results of the Makkah region come as an extension of what the program has achieved in several regions of the Kingdom, where the areas of white lands included in development and traded reached about 71 million square meters in the Riyadh region, and 146 million square meters in the Eastern Province, as part of efforts to improve land use efficiency, stimulate urban development, and increase real estate and housing supply.

The ministry explained that the integration between the application of fees and enabling owners to benefit from development services contributes to enhancing sustainable urban development, raising the efficiency of land investment, and achieving the goals of the Kingdom's Vision 2030, aimed at building more organized, sustainable, and high-quality cities.
