Health Holding Company Completes Second Phase of Transferring Ministry of Health Employees to 7 Health Clusters
Riyadh, Muharram 20, 1448 AH corresponding to July 5, 2026, SPA - The Health Holding Company announced the completion of the second phase of transferring Ministry of Health employees to seven health clusters, with an acceptance rate exceeding 99% among those who expressed their desire to transfer, in procedures covering more than 68,000 male and female health and administrative staff. This follows the success of the first phase, which included over 62,000 employees with an acceptance rate exceeding 99%, bringing the total number of employees covered by the transfer procedures in both phases to more than 130,000 across 10 health clusters. The second phase included the health clusters of Al-Ahsa, Taif, Najran, Hail, Tabuk, Northern Borders, and Hafr Al-Batin, while the first phase included the Eastern Region, Qassim, and Riyadh Second Health clusters. The transfer procedures were implemented according to approved regulatory frameworks and based on Cabinet Resolution No. (616), preserving the rights of employees and enhancing their job stability and continued access to benefits. The procedures also included completing contracting through the 'Qiwa' platform and ensuring the continuity of operational work and services provided to beneficiaries. The transfer phase was preceded by integrated preparation and communication programs, including workshops and interactive meetings in person and remotely with employees, to answer their inquiries, clarify procedures, rights and benefits, and discuss their role in the next phase and the development of work environments. The transfer of health and administrative staff to health clusters represents a pivotal step in the health transformation path, by empowering national competencies, raising operational efficiency, and enhancing the integration of care levels, supporting the improvement of the beneficiary experience and facilitating access to health services according to the Saudi healthcare model. This extends the progress achieved by the health transformation in community health and quality of life indicators, foremost among which is the increase in life expectancy in the Kingdom to 79.7 years, supporting the goals of Saudi Vision 2030.
