Halal and haram are two different sides. Halal is what Allah has permitted, and haram is what He has forbidden. No one may say according to his opinion, 'This is halal and that is haram,' except for one who possesses religious knowledge and is aware of the rules of legalization and prohibition from the Quran and Sunnah. The Companions (may Allah be pleased with them), the Followers, and scholars were afraid of issuing fatwas and would pass it on to each other to relieve themselves of it. Ibn al-Qayyim (may Allah have mercy on him) said: 'Allah, the Exalted, has forbidden speaking about Him without knowledge in fatwa and judgment, and has made it one of the gravest prohibitions.' The Salaf, when asked about a matter they did not know its ruling, would say, 'We do not know,' or 'We are not aware,' due to their knowledge of the danger of that for themselves and for the Ummah thereafter, keeping in mind the verse: 'And do not say about what your tongues assert of untruth, "This is lawful and this is unlawful," to invent falsehood about Allah. Indeed, those who invent falsehood about Allah will not succeed.'
And in our time, there comes those who possess no religious knowledge at all, yet they declare things halal and haram according to their whims and what suits their desires and impulses, with all boldness, heedless of the severe warning against those who utter such things, let alone those who propagate and spread them among Muslims through communication media. Look at the one who declared coffee forbidden, though it is a permissible drink. And the one who brought the great calamity by legalizing alcohol, saying small doses do no harm—the whole world does it, 'relax and enjoy yourself.' And worse than all that are those who legalize the shedding of Muslim and protected non-Muslim blood with their deviant takfiri ideology, which has struck the Islamic Ummah at its heart, causing enemies to flock against it and seek to destroy and dismantle it. All these self-styled muftis, intentionally or not, must return to themselves and ask what they have contributed to Islam and their Ummah. They must prepare an answer to the verse: 'And stop them; indeed, they are to be questioned.'
