Saud bin Saqr issues decree appointing Director General of the Finance Department in Ras Al Khaimah

Ras Al Khaimah, 21 February /WAM/ His Highness Sheikh Saud bin Saqr Al Qasimi, Supreme Council Member and Ruler of Ras Al Khaimah, issued Emiri Decree No. 4 of 2025, appointing Salem Sultan Hamad Al Owais Al Shamsi as Director General of the Finance Department in Ras Al Khaimah. The decree is effective from its date of issuance and shall be published in the official gazette. Salem Al Owais enjoys extensive experience in leading digital and financial projects, having held leadership positions in a number of companies and government entities. During his leadership, he achieved numerous accomplishments in establishing joint ventures, enhancing financial performance, risk management, and achieving financial sustainability. Salem Al Owais holds a Master’s degree in Business Administration from the Wharton School of Business in the United States, as well as a Bachelor’s degree in Business Administration from the University of Dubai.

He has also obtained several specialized certificates from the Massachusetts Institute of Technology (MIT) and prestigious international institutions in the fields of digital strategies, business model design, and financial analysis, reflecting his continuous commitment to development and innovation in his areas of work.
