The Ministry of Islamic Affairs, Dawah and Guidance initiated legal proceedings in more than 176 cases during the year 2025, varying between cases before general courts and administrative courts, and included administrative and financial cases related to the ministry, as part of following up legal files and protecting public rights according to regulatory frameworks. The ministry’s performance indicators during 2025 reveal an expansion of its institutional scope, as its tasks exceeded managing mosques and dawah programs to include developing the legislative system, protecting endowments, enhancing governance, in addition to expanding the Saudi presence in disseminating the Holy Quran and Islamic publications worldwide. On the legislative and regulatory procedural guide, the ministry completed a number of projects, most notably studying the draft endowment system, drafting the unified contract for housing imams and muezzins, preparing a contract for the maintenance and operation of mosques and Friday prayer mosques as a gift, setting controls and conditions for renting apartments allocated to imams and muezzins, in addition to preparing a work regulation and the regulatory list for imams and muezzins. It also studied 713 systems, agreements and regulations referred to it by the Bureau of Experts, reflecting its expanded role in reviewing relevant legislation, along with preparing the procedural guide for monitoring mosques, reviewing cases of electricity theft and developing mechanisms to deal with them to preserve public funds, and following up on claims for lands allocated for mosques and preventing encroachments on them, as well as enhancing cooperation in rationalizing energy consumption. In the non-profit sector, the ministry dealt with 45 violations, approved and nominated 781 male and female teachers, and approved the establishment of 53 associations, including 15 associations for the care of the Holy Quran, 31 mosque associations, 8 associations for performing religious rites and values, and 8 dawah associations, in addition to approving 11 translators to support multilingual dawah programs. In the field of dawah and guidance, the number of converts to Islam reached 163,459 people, including 122,002 men and 41,457 women, reflecting the continuation of dawah programs reaching various nationalities and cultures. The ministry strengthened its external presence by implementing 96 scientific courses in 31 countries, covering a number of countries in Asia, Africa, Europe, Oceania, and the Americas, including India, France, Britain, Senegal, Nigeria, Ethiopia, Cameroon, South Africa, UAE, Thailand, Bangladesh, Indonesia, Malaysia, Australia, New Zealand, Argentina, Kenya, Jordan, Bahrain, Philippines, Bosnia and Herzegovina, Pakistan, Kazakhstan, and Sri Lanka. These indicators confirm the expanding role of the Ministry of Islamic Affairs in combining legislative development, governance of the religious sector, raising the efficiency of managing mosques and endowments, along with consolidating the Saudi presence in serving the Holy Quran and spreading the values of moderation and centrism through scientific and dawah programs extending to various continents of the world.
