The Cabinet approved the new public education system, which includes a package of rights for students, including the right to a psychologically, physically, and intellectually safe learning environment, the right to education and health, as well as obligating educational institutions to listen to student complaints and take appropriate action. The system also guarantees outstanding students the possibility of acceleration to higher levels according to precise standards.

Within the framework of regulating the educational process, the system imposes strict penalties on violating private schools, starting with a warning and a fine of up to 50,000 riyals, up to revoking the license and obligating the owner to complete the academic year at their own expense. The penalties also include terminating the service of violating teachers and preventing them from returning to the education sector.

The system grants the Ministry of Education the authority to assign teachers to teach subjects outside their specialization, but subject to obtaining professional qualification and agreed financial benefits. A Council for Public Education Affairs was also established, chaired by the Minister of Education and comprising 9 government entities to formulate educational policies.

Concurrently, the Cabinet tasked three ministries with studying the inclusion of teachers and administrators under labor and social insurance laws, a step aimed at improving their employment conditions.
