Regulating Exceptional Loads on the Road Network
The General Authority for Roads issued over 16,000 permits to regulate exceptional loads and excavation works on the road network outside urban areas during the second quarter of 2026, aiming to enhance road safety and operational efficiency. The permits included 15,472 for exceptional load transport covering over 8.3 million kilometers, and 657 for excavation works, among others.
The General Authority for Roads has issued more than 16,000 permits to regulate the movement of exceptional loads and excavation works on the road network outside urban areas in the Kingdom during the second quarter of 2026, as part of its efforts to enhance road safety, improve operational efficiency, and reinforce its regulatory and supervisory role over the road sector in accordance with approved procedures and standards. Regarding exceptional loads, the authority stated that the issued permits included 15,472 permits for transporting exceptional loads, with total trip lengths exceeding 8.3 million kilometers, in addition to 657 permits for excavation works totaling over 1,516 km, 86 permits for extending excavation works, and 296 clearance permits. It noted that the main beneficiaries included Saudi Electricity Company, National Water Company, Saudi Telecom Company, Mobily, and Saudi Aramco, emphasizing that digital permit issuance facilitated procedures, enabled electronic completion, improved safety levels, and enhanced the experience of benefiting entities and companies. On transport controls, the authority stressed that carriers are obligated to obtain special permits for transporting indivisible exceptional loads that exceed Saudi standard specifications in weight or dimensions, confirming that compliance is verified through weigh stations across the road network to ensure adherence to legal weights and protect infrastructure from damage caused by overloads. It added that heavy equipment transport is among the most prominent cases requiring an exceptional permit, as part of procedures aimed at governing transport operations, determining appropriate times for these loads to reduce potential risks, especially during adverse weather conditions, at night, or on official holidays, thereby regulating transport flow, improving traffic fluidity, and enhancing logistics efficiency. Regarding sector targets, the General Authority for Roads affirmed its continued efforts as the supervising and regulating entity for the road sector, aiming to achieve sector targets in safety, quality, and traffic density, and to keep pace with best global practices intended to raise the Kingdom's road quality ranking to sixth worldwide and reduce the death rate to less than five per 100,000 people by 2030, supporting road sector efficiency and strengthening the national logistics services system.
