Saudi Arabia Ranks First Regionally in Digital Government Services

The Digital Government Authority announced today (Thursday) that the Kingdom has maintained its leadership in the Middle East and North Africa in the 2025 E-Government and Mobile Government Services Maturity Index, issued by the United Nations Economic and Social Commission for Western Asia (ESCWA), retaining first place for the fourth consecutive time with a maturity rate of 96%, in a global affirmation that this achievement reflects the sustainability of Saudi digital government maturity and its continuous regional progress.
This achievement embodies the scale of progress the Kingdom has made in digital transformation.
Eng. Ahmed Al-Suwaiyan, Governor of the Digital Government Authority, affirmed that Saudi Arabia’s top rank in this index reflects the contribution of the unlimited support given by the wise leadership to the digital government system in developing an integrated government model that places the beneficiary at the center of attention, enhances the competitiveness of the national economy, and raises the efficiency of government performance according to a sustainable approach.
He pointed out that this achievement embodies the scale of progress the Kingdom has made in digital transformation and the adoption of emerging technologies and artificial intelligence, making Saudi Arabia a global model to be emulated in business efficiency and digital economy competitiveness, in line with the targets of Saudi Vision 2030.
Saudi Arabia topped the index, which measured 17 countries and was based on assessing the maturity of 100 priority government services covering business and individual sectors, various categories, and applications, according to three sub-indicators. The Kingdom achieved 100% in the 'Service Availability and Development' indicator, 99% in the 'Service Usage and User Satisfaction' indicator, and 100% in the 'Public Access' indicator.
This progress reflects the continuous development witnessed by digital government services in vital sectors. In the civil services sector, digital platforms have enhanced the ease of issuing official documents such as passport renewal, national ID, birth registration, and others, while judicial services have enabled beneficiaries to complete many procedures entirely electronically.
In the health sector, digital services have facilitated remote health appointments and improved access to medical services with higher efficiency, while digital solutions in the customs clearance sector have accelerated procedures and raised the efficiency of managing commercial transactions.
Additionally, developing an advanced digital environment, enhancing service integration among government entities, raising the level of digital inclusion and ease of access for people with disabilities, along with adopting emerging technologies and artificial intelligence, have contributed to providing more efficient, proactive, and reliable services for citizens, residents, and visitors, thereby enhancing access security and digital channels to ensure secure and easily accessible government services for beneficiaries.
This achievement is an extension of a series of advanced results achieved by Saudi Arabia in international indicators, the latest being the Kingdom's top ranking in the United Nations E-Government Development Index for 2025, issued by the World Bank Group, within an assessment covering 197 countries, in addition to the selection of Riyadh as the headquarters of the Global Center for Digital Government in partnership with the United Nations, to enhance international cooperation and exchange of expertise and best practices, reflecting Saudi Arabia's advanced position in digital government and government service development to achieve sustainable development goals.
