Shura Council Calls for Raising Regulatory, Preventive, and Health Measures at Ports
The Shura Council today held its forty-first regular session of the second year of the ninth term, chaired by Deputy Speaker Dr. Mishal bin Fahm Al-Sulami.
At the start of the session, the Council reviewed the agenda of its forty-first regular session and the items therein, adopting the necessary decisions.
The Council issued a decision calling on the General Authority of Civil Aviation to complete the project to increase the airspace capacity to keep pace with the rapid growth in air traffic and reduce air congestion.
The Council took its decision after hearing the view of the Transport, Communications and Information Technology Committee, presented by Council member and Deputy Chairman of the Committee, Engineer Khaled Al-Breik, regarding the members' observations and opinions expressed in a previous session on the annual report of the General Authority of Civil Aviation for the fiscal year 1446/1447 AH.
In its decision, the Council called on the Authority to expand the application of virtual control towers for small and regional airports with limited air traffic, urging the Authority to expedite the completion of the development project for King Fahd International Airport in Dammam, and accelerate the establishment of the national economic framework for advanced air transport and manned aerial vehicles.
In the same context, the Council issued another decision calling on the Digital Government Authority to address challenges in the digital infrastructure needed to support the adoption and responsible use of artificial intelligence agents in government services.
The Council took its decision after hearing the view of the Transport, Communications and Information Technology Committee regarding the members' observations and opinions expressed in a previous session on the annual report of the Digital Government Authority for the fiscal year 1446/1447 AH.
In its decision, the Council called on the Authority to study the establishment of a national registry for government digital assets to support enhancing their utilization and improve government spending efficiency.
The Council also called on the Authority to develop an indicator to measure the government digital return and its economic impact on GDP.
The Council also issued another decision during this session regarding the annual report of the Family Affairs Council for the fiscal year 1446/1447 AH, calling on the Family Affairs Council to include matters related to protecting families from the risks of cybercrimes within educational curriculum standards.
The Council took its decision after hearing the view of the Human Resources and Social Development Committee, presented by Council member and Chairman of the Committee, Abdullah Al Taweel, regarding the members' observations and opinions expressed in a previous session on the annual report of the Family Affairs Council.
In its decision, the Council called on the Family Affairs Council to expand the launch of programs and initiatives that enhance mental health and raise awareness thereof, contributing to improving quality of life.
The Council affirmed in its decision that the Family Affairs Council should support awareness initiatives related to children's use of digital space regulations to enhance awareness.
Among the topics on the agenda of this session, the Council issued a decision calling on the General Authority for Real Estate to conduct periodic studies and research on the risks facing the real estate sector to come up with appropriate solutions that protect the sector from those risks.
The Council took its decision after hearing the view of the Hajj, Housing and Services Committee, presented by Council member and Chairman of the Committee, Dr. Attieh Al-Atwi, regarding the members' observations and opinions expressed in a previous session on the annual report of the General Authority for Real Estate for the fiscal year 1446/1447 AH.
In its decision, the Council called on the Authority to unify definitions, concepts, and sources of real estate indicators in line with international standards.
The Council also called on the Authority to complete the procedures for transferring water and electricity meters for common services in jointly owned real estate units to the owners' association.
The Council also issued another decision during the session regarding the annual report of the Ministry of Culture for the fiscal year 1446/1447 AH, calling on the Ministry of Culture to adhere, when preparing its future annual reports, to Article (29) of the Cabinet Law, issued by Royal Order No. A/13 dated 3/3/1414 AH, and to the requirements stipulated in the Guide for Preparing Annual Reports for Public Entities, issued by Cabinet Decision No. 233 dated 18/4/1443 AH.
The Council took its decision after hearing the view of the Culture, Sports and Tourism Committee, presented by Council member and Chairman of the Committee, Dr. Hassan Al-Hazmi, regarding the members' observations and opinions expressed in a previous session on the ministry's annual report.
The Council affirmed in its decision that the ministry and cultural authorities should update their strategic plans, develop their targets and initiatives, and include measurable and impactful performance indicators.
In its decision, the Council called on the ministry - represented by the Heritage Authority - to study extending the grace period for registering artifacts in the National Antiquities Register to enable owners who do not have ownership documents to complete the registration procedures, contributing to preserving and documenting national heritage.
The Council also called in its decision on the ministry - represented by the Literature, Publishing and Translation Authority - to adopt a project to reprint foundational literary books of Saudi literature.
The Council affirmed in its decision that the ministry - represented by the Theater and Performing Arts Authority - should work on establishing its own theaters equipped with the latest facilities and capabilities, and encourage the private sector by providing facilities to enable its contribution.
The Council also affirmed in the same decision that the ministry should build periodic performance indicators to measure the developmental balance of cultural services and programs.
The Council also issued another decision during this session regarding the annual report of the Local Content and Government Procurement Authority for the fiscal year 1446/1447 AH, calling on the Authority to study the application of local content standards to state-owned companies to support the localization of strategic and promising sectors and enhance the criterion of national workforce in them.
The Council took its decision after hearing the view of the Commerce and Investment Committee, presented by Council member and Deputy Chairman of the Committee, Mr. Thamer Naseef, regarding the members' observations and opinions expressed in a previous session on the Authority's report.
In its decision, the Council called on the Authority to align mandatory lists and economic participation agreements with national priorities to enhance economic security.
The Council also issued another decision during this session regarding the annual report of the Public Health Authority for the fiscal year 1446/1447 AH, calling on the Authority to prepare a national framework for measuring the impact of public health programs, initiatives, and policies.
The Council took its decision after hearing a report submitted by the Health Committee, presented by Council member and Chairman of the Committee, Dr. Hassan Al Masloum, regarding the Authority's annual report.
In its decision, the Council called on the Authority to enhance supervisory measures on outlets selling traditional and electronic tobacco products, and develop a mechanism for age verification to limit access to tobacco products for those under the legal age.
The Council also called on the Authority to raise awareness of the importance and safety of vaccines, and combat misinformation about them.
