Strict Monitoring: 557 Dust Violations and SAR 16 Million in Fines for Riyadh Construction Projects
The National Center for Environmental Compliance has issued 557 violations totaling over SAR 16 million for dust control breaches in Riyadh construction projects during a campaign that started last February.
The National Center for Environmental Compliance announced the issuance of 557 violations of the Procedural Guide for Dust Control and Mitigation in the city of Riyadh, with total fines exceeding 16 million riyals. This is part of a monitoring campaign aimed at enhancing compliance with environmental requirements and improving air quality around construction projects within the urban area.
The Director of the Center's branch in Riyadh, Engineer Fawaz Al-Mujathal, explained that the campaign launched last February in cooperation with the Royal Commission for Riyadh City and the Riyadh Region Municipality. It included more than three thousand field inspections of construction projects, resulting in the detection of several violations related to non-compliance with approved procedures to reduce dust emissions.

He stated that the violations included failure to implement emission control measures during construction work, most notably installing air quality monitoring devices at work sites, applying dust suppressants, covering material transport trucks, and complying with transport movement requirements in the approved technical guide. Al-Mujathal noted that violations were identified based on analysis of air quality indicators from environmental monitoring stations, as well as reports from residents in neighborhoods adjacent to the projects, in addition to round-the-clock inspection tours by center inspectors.
He confirmed that the sites where violations were detected showed a noticeable response, as the offending entities stopped the causes of dust generation and began implementing the requirements of the procedural guide published on the websites of the National Center for Environmental Compliance and the Royal Commission for Riyadh City. The Director of the Center's branch in Riyadh emphasized the continuation of field monitoring of construction projects in the city, calling on developers and contractors to fully comply with dust emission control and mitigation measures, which directly impact reducing the environmental effects of construction work, improving air quality, and protecting public health, supporting sustainability and quality of life goals in Riyadh.
