The Ministry of Municipal, Rural Affairs and Housing has made it possible to issue the occupancy certificate electronically via the 'Balady' platform, as part of its efforts to facilitate services and improve the beneficiary experience.

Issuing Occupancy Certificate via Balady Platform

The occupancy certificate for buildings can be issued electronically via the 'Balady' platform through the following steps:

Log in to the 'Balady' platform via the Unified National Access.

Select the occupancy certificate issuance service and specify the owner and request details.

Specify the required building permit.

Submit the request to the accredited engineering office for non-residential buildings to prepare the necessary technical report.

The municipality reviews and approves the request.

Pay the invoice and issue the occupancy certificate electronically.

Conditions for Issuing Occupancy Certificate

The Ministry of Municipalities and Housing confirmed the availability of the electronic occupancy certificate issuance service for buildings via the 'Balady' platform. The certificate is an official document confirming the actual completion of the building according to the license and approved requirements, and it represents one of the basic stages in the building journey, allowing the beneficiary to complete property-related procedures and benefit from related services with ease.

The ministry pointed out that the most prominent requirements for issuing an occupancy certificate include:

Having a building permit that was issued six months or more ago and for which no occupancy certificate has been previously issued.

Payment of the service fee and outstanding dues.

Contracting with an accredited engineering office for non-residential uses.

Fulfilling the insurance policy against hidden defects according to the relevant regulations.
