Dubai, May 20 /WAM/ His Excellency Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Executive Committee of the Agentic AI project, reviewed the comprehensive strategic framework of the new national system in the federal government, which aims to transform 50% of government sectors, services, and operations into Agentic AI models within two years, making the UAE government the first globally in this historic transformation.

During the Agentic AI retreat, His Excellency stressed that the directives of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the State (may God protect him), and his brother His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai (may God preserve him), formed the solid foundation from which the efforts of UAE work teams launched to achieve the national targets in this promising sector.

This came during his opening address at the Agentic AI retreat held at Qasr Al Watan in Abu Dhabi, with the participation of more than 400 government officials.

His Excellency Mohammad Al Gergawi said: 'We began our AI journey as a government in 2017, when we launched the AI strategy and appointed the first Minister of AI in the world. The UAE leadership had a clear proactive vision, and today the UAE leads the world in AI adoption with a rate exceeding 70%, the highest globally according to the latest Microsoft report.'

He added: 'We would not have reached this moment without all the efforts exerted over the past nine years in building strategies, the appropriate legislative environment, and continuous investments in this sector. Today, the UAE is the most mature in AI at the level of governments, societies, and the financial sector in the world.'

Al Gergawi reviewed the successive historical stages of government development in the UAE, emphasizing that each stage reshaped the concept of government and its relationship with the citizen. In 2001, His Highness Sheikh Mohammed bin Rashid launched e-Government, then in 2013 he announced the transition to smart government and directed the government to operate 24/7.

Al Gergawi stressed that Agentic AI today represents the most transformative moment in this journey, as it is no longer about automating tasks or digitizing procedures, but about transforming the government into a system capable of thinking, planning, and executing with unprecedented proactiveness and accuracy.

He said: 'Every historical stage reshaped the concept of government. The industrial revolution redefined the economy, the internet redefined knowledge, and today Agentic AI is redefining all sectors at once, from government to economy to education and all areas of life.'

Al Gergawi explained that Agentic AI is fundamentally different from generative AI tools, as it is not limited to providing information but goes beyond that to execute integrated chains of tasks and manage operations independently and accurately. He said: 'Agentic AI is an intelligent system capable of understanding requests, analyzing information, and executing tasks to support humans, accelerate work, and improve decision quality. Simply put, it is like an extra employee on the team who performs the tasks you assign in the way you want.'

His Excellency Al Gergawi affirmed that AI does not replace humans but liberates them and gives them more space for creativity, innovation, and making an impact. He said: 'AI today gives humans the most precious thing they own: time. More time for family, more time for creativity, more time for entrepreneurship, more time to propose new ideas and new sectors to serve our economy and our country.'

Al Gergawi also revealed that the Ministry of Cabinet Affairs currently operates about 140 AI assistants on the GovAI platform.

Al Gergawi pointed out that global studies confirm that AI can increase labor productivity by over 40% in some sectors, and added that this technology will be a key driver to achieve the national economic target of 3 trillion dirhams by 2031, emphasizing that the target will be achieved before its deadline. He said: 'We have 80,000 federal government employees, and Agentic AI enables us to double their efficiency in the right way, and this is a historic opportunity for economic growth and unprecedented global impact.'

Al Gergawi explained that achieving these targets proceeds through five integrated implementation tracks led by an elite group of federal government ministers and senior officials.

The first track is capacity building and training, led by Her Excellency Ahood bint Khalfan Al Roumi, Minister of State for Government Development and the Future, and aims to train 80,000 federal government employees to become experts in deploying AI assistants with a productive efficiency equivalent to 800,000 employees, linking training pathways to the promotion, recruitment, and government performance evaluation system.

The second track focuses on AI technologies and data, led by His Excellency Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and includes setting clear procedures for adopting AI assistants in government entities, adopting approved AI guides and systems, and providing a secure, high-efficiency infrastructure.

The third track addresses operations and institutional support, led by Her Excellency Maryam Al Hammadi, Minister of State and Secretary General of the Cabinet, and aims to transform 50% of institutional operations into Agentic AI systems through specialized teams in human resources, finance, procurement, and internal audit.

The fourth track concerns strategy and governance, led by Her Excellency Huda Al Hashimi, Assistant Minister of Cabinet Affairs for Strategy, and aims to multiply the speed of complex decision-making tenfold and increase decision accuracy by 100%, through AI-supported strategies that are continuously analyzed, tested, and updated.

The fifth track is dedicated to government services, led by His Excellency Mohammed Rashid bin Tleiah, Assistant Minister of Cabinet Affairs for Government Knowledge Exchange, and aims to transform 50% of government services into Agentic AI models, consistent with the leadership's directives for the UAE government to be the best globally in service delivery.

Al Gergawi concluded his speech by saying: 'Our leadership directed that 50% of our government work be conducted using Agentic AI within two years, and I expect we will achieve more than that. This is not just a technical project, but a national, sovereign, and strategic project to build the best government and the best country in the world.'
