The Ministry of Culture and the Cultural Fund signed a tripartite memorandum of understanding on Monday with the Saudi Authority for Data and Artificial Intelligence (SDAIA) to explore the possibility of launching joint programs in artificial intelligence that serve the cultural sector, creatives, and operating enterprises. This step reflects the integration of national efforts to promote the adoption of advanced technologies within the cultural sector and the competitiveness of its enterprises, coinciding with the designation of 2026 as the Year of Artificial Intelligence in Saudi Arabia.
The memorandum aims to enhance the employment of AI technologies in the cultural sector to support innovation, raise operational efficiency, and develop cultural products and services, thereby enhancing the sector's competitiveness and keeping pace with technological transformations. This partnership reflects strategic integration between the cultural sector and the data and AI sector, aligning with the National Cultural Strategy and contributing to achieving economic development targets under Saudi Vision 2030, by employing advanced technologies to create sustainable developmental and economic opportunities and strengthening the Saudi cultural presence locally and globally.

Enabling the environment to launch the new generation of programs
Raid bin Khalil al-Eid, cultural innovation advisor and founder of the Cultural Management Platform, affirmed that this step reflects an awareness of the importance of artificial intelligence in the future of the cultural sector. He noted that its launch coincides with the beginning of the Year of AI, and although it is somewhat delayed, it will not prevent entities and practitioners from realizing the opportunity to benefit from the initiatives and programs that may emerge from it. He stressed that the most important thing is the quality of implementation and turning this memorandum into projects with tangible impact.
Al-Eid also referred to the results of a specialized study conducted by the Cultural Management Platform, which monitored AI applications and practices across all sixteen cultural sectors recognized in Saudi Arabia, from heritage, museums, and libraries, through literature, books, publishing, and translation, to music, theater, film, architecture, fashion, and culinary arts, among others. The study's results reflected the reality that artificial intelligence has become an enabling tool that can be employed in various cultural activities, rather than a technology directed at a specific cultural sector, which expands investment opportunities and makes its applications in Saudi Arabia more feasible and beneficial.

Al-Eid believes that the most important role of the Ministry of Culture at this stage is to build an enabling environment for the use of artificial intelligence through developing policies, legislation, regulatory frameworks, and professional standards, and addressing issues related to intellectual property, data, and ethics. This would allow the private sector, non-profit sector, and community initiatives to develop their solutions and products with confidence and clarity.
He commented: 'However, if the ministry decides to develop products or programs on its own, it is better that these products be of a holistic nature that serve the entire cultural sector, such as digital infrastructure, shared platforms, databases, or cultural language models, rather than entering into specialized products that could be undertaken by sector partners.'
Regarding the concept of cultural innovation, Al-Eid affirmed that this concept is no longer a complementary option but has become a necessity to renew the relationship between culture and society, given the change in the nature of society, its means of receiving culture, the differing interests of generations, and the variation in cultural priorities between regions and groups. He stressed that this new reality highlights the importance of cultural innovation in designing new products, experiences, and services that make culture closer to people, more capable of interacting with their needs, and more contributive to development and quality of life. He added: 'When cultural innovation is coupled with artificial intelligence, we are talking about improving efficiency, as well as expanding the impact of culture and reaching new segments, and producing more diverse, interactive, and sustainable cultural experiences.'
