Saudi-Canadian Joint Statement Ushers in New Phase of Strategic Partnership
A joint statement was issued at the conclusion of the state visit of Canadian Prime Minister Mr. Mark Carney to the Kingdom, the text of which follows:
At the gracious invitation of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, and in the framework of strengthening bilateral relations between the Kingdom of Saudi Arabia and Canada, Canadian Prime Minister Mr. Mark Carney paid an official visit to the Kingdom of Saudi Arabia from 23-25 Muharram 1448 AH (July 8-10, 2026).
His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, received Canadian Prime Minister Mr. Mark Carney at Al Salam Palace in Jeddah. They held an official session of talks during which they reviewed the historical relations between the two friendly countries, spanning more than five decades, during which ties have deepened, bilateral relations have been consolidated, and positive development has been witnessed in various fields. The two leaders affirmed their keenness to strengthen bilateral relations, identify clear priorities to enhance joint cooperation, and ensure its sustainability in many areas including trade, investment, innovation, multilateral forums, and regional security, in the context of the great momentum that relations have witnessed recently, and in line with the joint commitment to achieving tangible results that support the goals of the Kingdom's Vision 2030 and Canada's growth agenda.
The two sides affirmed their joint commitment to building a strong and future-oriented partnership between the two countries, and agreed to establish the Saudi-Canadian Coordination Council, chaired by the foreign ministers of the two countries, with the aim of advancing cooperation and achieving tangible results in the political, defense and security, economic, trade and investment, cultural, educational, scientific, and consular fields. The two sides welcomed the launch of the Joint Work Document between the two countries, to serve as a roadmap supporting the work of the Saudi-Canadian Coordination Council, and to contribute to enhancing joint cooperation through strategic sectors.
The two sides expressed confidence in a future characterized by deeper cooperation and shared prosperity, supported by mutual trust, close friendship, and a shared vision for advancing the partnership between the two countries. They expressed confidence that strengthening this partnership will yield mutual and tangible benefits, and will support the Kingdom's Vision 2030 and Canada's goals of building a stronger, more resilient economy and diversifying external partnerships. They agreed that this partnership is based on trust, friendship, and a shared vision to address global challenges through practical, intensive, and tangible cooperation.
The two sides stressed the importance of fully leveraging the potential offered by bilateral economic relations, welcomed the growing cooperation between Saudi and Canadian companies, and noted the volume of bilateral trade, which has exceeded (20) billion US dollars since 2020. They agreed to encourage mutual investments, increase non-oil trade, and support small and medium-sized enterprises.
The two sides agreed to begin negotiations on a Double Taxation Avoidance Agreement, and welcomed the progress of ongoing negotiations on an Investment Protection and Promotion Agreement, with a view to finalizing it by early 2027. They agreed on the importance of cooperation between financial institutions in the two countries to enhance financing for strategic and major projects. The Saudi side welcomed the great interest shown by Canadian investors in visiting the Kingdom to explore available opportunities, and the Canadian side welcomed Saudi investors to the first investment summit to be held in Toronto in September 2026.
The two sides welcomed the convening of the Saudi-Canadian Investment Forum on 24 Muharram 1448 AH (July 9, 2026), during which a number of trade and investment agreements were announced between relevant entities in the two countries in the fields of mining, engineering, infrastructure, advanced industries, training, education, financial services, and information and communications technology, reflecting the economic momentum between the two countries and the promising opportunities in various sectors.
The two sides welcomed the signing of a Memorandum of Understanding on Cooperation in the Field of Energy, and highlighted opportunities for cooperation in conventional and clean energy, including liquefied natural gas projects in Canada, electricity, renewable energy and hydrogen, carbon management technologies, innovation, cybersecurity, artificial intelligence, resilient supply chains, and workforce development.
The two sides expressed their aspiration to expand the horizons of cooperation in mining and mineral resources, welcomed the Memorandum of Understanding signed in January 2026 to enhance cooperation in mineral resources, including exploration, financing, and processing technologies, and noted that Canadian companies have obtained the largest share of exploration licenses issued by the Ministry of Industry and Mineral Resources in the Kingdom. They also expressed their desire to enhance industrial cooperation focusing on advanced industries.
The two sides affirmed their commitment to enhancing cooperation and coordination in the defense field, contributing to regional stability and international security, and welcomed the enhancement of cooperation in defense, cybersecurity, counterterrorism, combating transnational organized crime, and exchange of expertise between relevant entities.
The two sides welcomed the signing of a Memorandum of Understanding on Investment in the Field of Artificial Intelligence and Skills Development, aimed at enhancing cooperation in key areas of common interest, including joint investment opportunities in specific sectors, encouraging business linkages through trade missions, and promoting technical cooperation and supporting skills development and advanced training in artificial intelligence.
The two sides discussed future opportunities to expand cooperation in the fields of public health, biotechnology, digital health, pharmaceutical industries, medical technologies, and exchange of expertise, training programs, and research.
The two sides stressed the importance of air connectivity between the two countries, and noted the expansion of the Air Transport Agreement signed in November 2025, which allows for the operation of approximately (14) passenger flights per week for each country and unlimited weekly cargo services. They highlighted the importance of continued cooperation between relevant entities in the two countries in civil aviation, and agreed on the importance of expanding the scope of the Air Transport Agreement to support the growth of passenger and cargo air traffic between the two countries, thereby enhancing economic relations and bridges of communication between the two friendly peoples.
The two sides emphasized the importance of enhancing joint cooperation and coordination in international forums and organizations, and multilateral financial and economic institutions, contributing to global stability and economic growth. The Canadian side affirmed its support for the Kingdom's desire to host the G20 Summit in 2030.
Canadian Prime Minister Mr. Mark Carney congratulated His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, on Riyadh's winning bid to host Expo 2030, and confirmed Canada's participation in Expo 2030 to showcase Canadian innovations and contributions to Saudi Vision 2030.
