Iraq prepares international memoranda to recover stolen funds and extradite accused individuals, facing cooperation challenges with some countries.
Iraq's Federal Integrity Commission announced on Saturday the preparation of draft international memoranda of understanding to recover funds and suspects.
According to the Iraqi News Agency, the Director General of the Recovery Department at the Integrity Commission and Deputy Chairman of the Board of Directors of the Iraq Fund for Recovery of Funds, Abbas Mutab, said that "there are some countries that are uncooperative in the file of recovering the funds of the corrupt, for their own reasons, and there are countries that are cooperative in this regard."
He explained that "the department prepared a draft for signing memoranda of understanding with those countries to recover funds and suspects, and we are following up with the countries and changes, but some countries' internal laws do not allow taking a specific action requested by Iraq."

He added that "Iraq resorts to the path of negotiations, and there are alternative mechanisms with countries for cooperation," pointing out that "there are many uncooperative countries for various purposes, including economic and others related to the humanitarian aspect, and sometimes the corrupt person is a refugee in those countries, so there is difficulty in extradition."
The Iraqi government, under the leadership of Ali Faleh al-Zaidi, had taken several measures to pursue wanted persons in corruption cases and activate judicial procedures to recover stolen funds inside and outside Iraq.
The Federal Integrity Commission had earlier signed a cooperation agreement with the National Central Bureau of Interpol in Baghdad for direct access to the Interpol information system, and to encourage national central offices to expand the scope of direct access to the Interpol system and to view information on wanted persons, to include agencies concerned with conducting criminal investigations in cooperation with the International Criminal Police Organization in various countries.
