The Ministry of Environment, Water and Agriculture has made amendments to Article (245) of the executive regulations of the Agriculture Law, which include reorganizing procedures for compensating owners of agricultural wealth, their products, and production inputs when disposed of due to diseases, epidemics, or pests, thereby raising the efficiency of procedures, enhancing the speed of completing compensation transactions, and ensuring integration of roles between relevant government agencies. Organizing Procedures The new amendment stipulates continued compensation for the owner of agricultural wealth, its products, or production inputs registered with the ministry, when disposed of wholly or partially if they are infected or suspected of being infected with diseases, epidemics, or pests, provided that the controls, instructions, and preventive measures issued by the ministry are adhered to. It also included notifying the secretariats of regions or governorates or municipality branches to participate in inventorying the wealth or products to be disposed of, and preparing minutes thereof, while the Ministry of Municipalities and Housing will estimate their value in preparation for disbursing compensation, which does not exceed 90% of the value stated in the appraisal committee's report. New Requirements The amendments introduced new requirements to complete the disbursement of compensation, most notably obligating individuals, companies, or institutions to attach the agricultural register or valid statutory licenses with the disbursement documents, along with inventory, disposal, and appraisal minutes, the bank account number (IBAN), and other statutory documents according to the beneficiary's status. The new mechanism also stipulated referring the inventory and disposal minutes from the ministry - or its delegate - to the secretariats of regions, governorates, or municipality branches to complete the compensation procedures, before transferring the dues directly to the affected persons' accounts after completing the statutory requirements. Organizational Procedures These amendments come within the framework of developing organizational procedures, raising the efficiency and speed of compensation disbursement to affected persons, and enhancing coordination between government agencies, contributing to protecting the agricultural sector, supporting production sustainability, and rapidly dealing with diseases and pests that may threaten agricultural wealth.
