Municipal Ministry Approves Updated Regulations for 24-Hour Commercial Operations and Exempts 10 Activities from Fees

The Ministry of Municipal and Rural Affairs and Housing has approved updated regulations for organizing the issuance of permits for conducting commercial activities around the clock. These include conditions for obtaining the permit, the mechanism for its implementation, and identification of the competent authorities for approval, in addition to commercial activities exempted from the financial fee specified by a Cabinet decision not exceeding 100,000 riyals annually. According to the regulations, the Municipal Ministry exempted 10 activities from the financial fee for 24-hour commercial operations, including fuel filling services at stations, gas stations and service centers located outside urban areas, hotels, furnished apartments, resorts and similar facilities, pharmacies, wedding halls, rest stops, as well as medical and educational activities. The regulations clarified that the permit is issued under the Municipal Licensing Procedures System and its implementing regulations, after obtaining approval from the relevant municipality or secretariat, in addition to security authorities' approval. The permit will be valid for operations from midnight until 5 a.m., except during Ramadan and holidays. The ministry granted municipalities the authority to designate suitable commercial locations and streets for these activities, ensuring no negative impact on residential neighborhoods. According to the regulations, the Ministry of Human Resources and Social Development will set the necessary rules for employing workers during hours exceeding normal working hours, within the scope of its legal authorities and mandates.
