Health Holding Company Completes Second Phase of Transfer of Over 68,000 Employees to 7 Health Clusters

The Health Holding Company announced the conclusion of the second phase of transferring Ministry of Health staff to seven health clusters, with offer acceptance rates exceeding 99% among over 68,000 male and female employees, bringing the total covered by the two phases to over 130,000 employees in 10 clusters, as part of the health transformation path and improving service efficiency.

The Health Holding Company announced the conclusion of the second phase of procedures for transferring Ministry of Health staff to seven health clusters, after the acceptance rate for transfer offers exceeded 99% of those who expressed their wishes, within procedures that included more than 68,000 male and female employees from health and administrative cadres.

The second phase included the clusters of Al-Ahsa, Taif, Najran, Hail, Tabuk, Northern Borders, and Hafr Al-Batin, while the first phase included the Eastern, Qassim, and Riyadh Second Health clusters, with more than 62,000 male and female employees participating, also with an acceptance rate exceeding 99%; thus, the total covered by the two phases exceeds 130,000 male and female employees in 10 health clusters.

The transfer procedures were implemented in accordance with approved regulatory frameworks, based on Cabinet Resolution No. 616, preserving the rights of employees and enhancing their job stability and continued receipt of their benefits. The procedures also included completing contracting through the "Qiwa" platform and ensuring the continuity of operational work and services provided to beneficiaries.

The transfer phase was preceded by comprehensive preparation and communication programs, including workshops and interactive meetings, both in-person and remotely, with male and female employees to answer their inquiries, clarify transfer procedures and their rights and benefits, and discuss their role in the upcoming phase and the development of work environments.

The transfer of health and administrative cadres to health clusters embodies a pivotal step in the health transformation path, by empowering national competencies, raising operational efficiency, and enhancing integration of care levels, supporting the improvement of the beneficiary experience and facilitating access to health services according to the Saudi healthcare model.

This comes in the context of the progress achieved by the health transformation in community health and quality of life indicators, foremost of which is the increase in the average life expectancy in the Kingdom to 79.7 years, supporting the targets of Saudi Vision 2030.

Health clusters represent a main pillar in the healthcare system in the Kingdom, as they undertake to provide comprehensive and integrated health services to residents in various regions, by applying the Saudi healthcare model that places the human at the center of its attention, focuses on prevention before treatment, facilitates access to care, and improves service quality.
