Education: No Encroachment on School Principals' Authorities with Introduction of 'General Supervisor'
The Ministry of Education confirmed that the introduction of the role of 'General Supervisor of School Groups' aims to lead school improvement and empower leadership without encroaching on the statutory powers of school principals, noting that the new role relies on institutional integration to raise the quality of education.
The ministry denied any intention to introduce a new organizational level or affect the independence of schools within the integrated schools model, explaining that the general supervisor's tasks are carried out within an integrative framework to enhance cooperation, coordinate efforts, and invest shared resources among public schools.
Powers of the General Supervisor
The ministry clarified that the general supervisor is a professional field leader, organizationally linked to the education department, but carries out his daily work from within one of the group's schools, noting that this link ensures his proximity to the educational field and prompt provision of necessary support.

The powers granted to the supervisor include professional, coordinative, and developmental aspects, such as approving group plans, forming work teams, and organizing exchange visits. He also coordinates the utilization of shared resources, proposes the distribution of talents, and leads professional learning communities to address challenges. The new regulations require that the candidate for this role be a former school principal to ensure a deep understanding of the school reality and its daily challenges, noting that this condition guarantees support based on successful field experience, away from theoretical directives.
Leading Continuous Improvement
This shift came in response to the education sector's need for a dedicated leadership that goes beyond traditional administrative follow-up to leading continuous improvement. The ministry stated that the project aims to build a sustainable system for developing leadership, improving teaching quality, and achieving shared responsibility for student learning. The ministry set precise indicators to measure the impact of the general supervisor, focusing on measuring improvement in student learning outcomes and growth of school principals' competencies, adding that the evaluation will also include measuring the reduction in performance gaps among group schools and the effectiveness of learning communities.
