Twenty New Judges Take Legal Oath Before Mohammed bin Rashid
About twenty new judges took the oath before Sheikh Mohammed bin Rashid, who also ordered promotions for 15 judges and 64 prosecutors, and issued decrees for further promotions and allowances.
Dubai, July 17 / WAM / About twenty new judges took the legal oath before His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to start their work at the Dubai Courts as judges in the Court of Appeal and Court of First Instance.
His Highness urged the new judges, as young nationals, to be a national example of impartiality, integrity, and sincerity in their work, so that they succeed and advance towards achieving their personal goals of occupying high and advanced positions, thereby elevating the status of the nation and entrenching the principles of justice and equality among all segments of our diverse and harmonious society under the civil and humanitarian laws that protect everyone residing on the soil of our gracious state.
In appreciation of Emirati judges and prosecutors working in Dubai Courts and the Dubai Public Prosecution, His Highness ordered the promotion of 15 judges and 64 prosecutors who have proven their competence and excellence in performance and deserved this honor. The order also included directives from His Highness to the Attorney General and the Director of Dubai Courts to work on improving the professional and living conditions of non-Emirati judges working in Dubai Courts and the Dubai Public Prosecution.
The oath-taking ceremony, held at His Highness's palace in Za'abeel, was attended by H.H. Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Civil Aviation Authority and Chairman of Emirates Group; H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Chairman of Dubai Technology and Media Free Zone Authority; H.E. Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs and Secretary General of The Executive Council of Dubai; H.E. Major General Musbeh Rashid Al Fattan, Director of the Office of H.H. the Vice President and Prime Minister of the UAE and Ruler of Dubai; H.E. Khalafan Harib, Director of the Court of H.H. the Ruler of Dubai and Vice Chairman of the Judicial Council; H.E. Essam Issa Al Humaidan, Attorney General of Dubai; and H.E. Dr. Ahmed bin Huzaim Al Suwaidi, Director of Dubai Courts.
Regarding the Ruler of Dubai's gracious gesture toward the judges and prosecutors who were included in the promotions, the Vice Chairman of the Judicial Council, the Attorney General, and the Director of Dubai Courts agreed that this kind gesture reflects His Highness Sheikh Mohammed bin Rashid Al Maktoum's interest and care in motivating Emiratis in all workplaces to innovate, refine experience, and excel in their respective fields and jobs, to give back to this generous nation and its wise leadership.
They also highlighted His Highness's directives on the necessity of taking the necessary measures and working to adjust the salaries of judges from brotherly countries who have contributed their expertise and efforts to elevate judicial work in Dubai Courts and have benefited the new Emirati judges from their experiences and knowledge acquired through their long service in the judiciary in Dubai Courts and in their home countries from which they came many years ago.
On the other hand, His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as Ruler of Dubai, issued two decrees: the first ordering the promotion of a number of judges to higher ranks and new positions, and the second ordering the promotion of a number of heads of prosecution, senior prosecutors, prosecutors, and assistant prosecutors to new ranks and positions.
Decree No. (24) of 2006 stipulated the promotion of Judges Omar Ateeq Mohammed Al Merri and Salem Obaid Othman to Senior Appeal Judge in the Court of Appeal, granting them the beginning of the third grade salary scale, while Judge Batti Sultan Al Shamsi from the Court of First Instance was promoted and appointed as Appeal Judge in the Court of Appeal, granting him the beginning of the fourth grade salary scale.
Article 3 of the decree, issued on the 16th of this month and effective from August 1, included the promotion of Judges Saleh Mohammed Al Kindi, Mohammed bin Mubarak Al Sabousi, Rashid Mohammed Al Sameeri, and Saeed Salem bin Sarem to Senior First Instance Judge in the Court of First Instance, granting them the beginning of the fifth grade salary scale.
Article 4 stipulated the promotion of Judges Saeed Hilal Al Zaabi, Saif Ahmed Al Haddad, and Jamal Salem Al Jabeeri to First Instance Judge in the Court of First Instance, granting them the beginning of the fifth grade salary scale. And under Article 5, Judges Jassim Mohammed Al Hosani, Mohammed Saeed Muqaram, Mohammed Jassim Al Shamsi, Khalil Ibrahim Mohammed, and Ali Abdullah Al Dhabahi were promoted to Senior First Instance Judge in the Court of First Instance, also at the beginning of the fifth grade.
Article 6 of the decree requested the Finance Department to provide the necessary financial allocations to implement this decree.
As for Decree No. (25), it contained ten articles. Article 1 promoted Assistant Heads of Prosecution to Heads of Prosecution, granting them the beginning of the fourth grade salary scale: Sami Salem Al Shamsi, Ali Humaid Khatim, Waleed Ali Khalifa Al Faqaei, Yousuf Mohammed Foulad, Ismail Ali Madani, Mohammed Ali Rustam, and Salah Mohammed Boufarousha.
Article 2 stipulated the promotion of Senior Prosecutors to Assistant Heads of Prosecution, granting them the beginning of the fifth grade salary scale: Khaled Amin Abdul Rahim Al Zarooni, Waleed Mohammed Abdul Rahman Al Bannai, Issa Mohammed Sabt, and Mohammed Ahmed Rashid Al Nuaimi.
Article 3 included the promotion of Senior Prosecutors to Assistant Heads of Prosecution, granting them the beginning of the fifth grade salary scale: Younis Hussein Al Balushi, Mohammed Hussein Al Hammadi, Mohammed Hassan Abdul Rahim, and Ahmed Malallah Al Hammadi.
Also, according to Article 4, the following Senior Prosecutors were promoted to Assistant Heads of Prosecution, granting them the beginning of the fifth grade salary scale: Tariq Yaqoub Al Khayat, Abdul Rahman Mohammed Al Maamari, Hussein Ali Al Naour, Mohammed Ali Khalaf, and Khaled Salem Al Alawi.
The promotions also included eleven prosecutors promoted to Senior Prosecutors, granting them the beginning of the sixth grade salary scale under Article 5: Ahmed Murad Ahmed, Faisal Abdul Malik Ahli, Ahmed Issa Al Matroushi, Ali Mohammed Al Hosani, Mohammed Sharif Al Ali, Mohammed Sulaiman Al Hammadi, Salem Ahmed Saeed bin Khadem, Ahmed Ali Thanhani, Shihab Ahmed Saleh, Ayoub Ali Ahli, and Yousuf Mohammed Hajouni.
Also at the same sixth grade, sixteen prosecutors were promoted to Senior Prosecutor under Article 6 of the decree: Ahmed Abdul Wahed Al Ali, Salem Mohammed Al Qaedi, Tariq Ahmed Al Balushi, Ali Mohammed Naqbi, Mohammed Abbas Al Raisi, Mohammed Abdullah Al Ali, Mansour Abdullah Abdul Rahman, Nabil Ahmed Al Khadeem, Yaqoub Yousuf Al Hammadi, Shaker Hashim Al Darmaki, Khaled Ali Al Junaibi, Mohammed Amer Omar, Abdullah Mohammed Ahli, Saeed Ali Al Jowhari, Khaled Mohammed Al Jasmi, and Fahd Abdul Aziz Al Zarooni.
Article 7 stipulated the promotion of seventeen Assistant Prosecutors to Prosecutors, granting them the beginning of the seventh grade salary scale: Ahmed Abdullah Al Attar, Ahmed Abdullah Al Zarooni, Waleed Hassan Al Hosani, Abdullah Ali Al Mazem, Abdullah Sultan Al Sharif, Khalafan Mohammed Al Marafi, Mohammed Abdul Aziz Al Omar, Khamis Saeed Al Saad, Tariq Ahmed Al Naqbi, Shu'ayb Ali Ahli, Mohammed Salem Al Kayoumi, Khaled Ahmed Al Amiri, Abdullah Mohammed Al Ali, Ammar Mohammed Al Marzouqi, Adel Khalifa Hammoudi, Mohammed Hamad Raqeet, and Ammar Ahmed Thanhani.
Article 8 of the decree granted Heads of Prosecution Hamad Juma Al Khulafi, Ismail Ahmed Mleih, and Ali Hassan Ahmed an additional annual allowance.
