The Islamic Military Alliance to Combat Terrorism launched yesterday at its headquarters the Legal Training Program in Combating the Financing of Terrorism (DAIL), in cooperation with the United Nations Counter-Terrorism Centre (UNCCT), in the presence of the Secretary-General of the Islamic Alliance, Major General Pilot Mohammed bin Saeed Al-Mughaidi, representatives of member states, and with the participation of (25) trainees from the State of Palestine and the Republic of Chad.

The program, which is being held from (19) to (23) of this July, represents a new step in the strategic partnership between the Alliance and the United Nations to strengthen the international legal system in confronting terrorist financing, by qualifying national cadres and developing their capabilities according to the latest international standards and practices.

In his speech during the opening of the program, Major General Al-Mughaidi stressed that building legal capabilities constitutes the first line of defense against terrorist financing crimes, pointing out that developing legislation, raising the efficiency of judicial and security authorities, and strengthening international cooperation are key elements to depriving terrorist organizations of their funding sources and drying up their resources.

He explained that the Alliance continues to implement its qualitative programs in partnership with international organizations and member states, based on its vision aimed at unifying international efforts to combat terrorism, building national capacities, and enhancing the exchange of expertise and knowledge, in line with evolving security challenges and raising the readiness of national institutions to deal with crimes related to terrorist financing efficiently and effectively.

The program aims to develop the legal, institutional and operational capabilities of workers in law enforcement agencies, financial investigation units, public prosecutions, and competent authorities, enhancing their ability to detect, investigate and prosecute terrorist financing crimes in accordance with international obligations and best practices. It focuses on developing national legal frameworks, strengthening the application of relevant international conventions and Security Council resolutions, and the recommendations of the Financial Action Task Force (FATF), in addition to supporting international cooperation mechanisms, including mutual legal assistance, extradition of wanted persons, joint investigations, and information exchange.

The program includes a series of specialized sessions covering national and international legal frameworks for combating terrorist financing, financial investigation methodologies, mechanisms for tracking illicit financial flows, and enhancing coordination between national and international bodies, in addition to reviewing the most prominent successful international experiences and practices in this field.

The program is presented by a select group of international experts from the United Nations system: Frances Lemonier, Head of the Counter-Terrorism Financing Program; Kamal Anwar, Program Management Officer for the Counter-Terrorism Financing Program; Hans van Vuren, Advisor for the Counter-Terrorism Financing Program at the United Nations Office on Drugs and Crime; and Dr. Yahya Arafa, Advisor for the Counter-Terrorism Financing Program.

The launch of this program comes within the strategic initiatives implemented by the Islamic Military Alliance to Combat Terrorism to build the capacities of member states in its four areas (ideological, media, combating terrorist financing, and military), enhancing the readiness of national institutions, developing institutional work systems, and consolidating effective international partnerships; in support of efforts to dry up sources of terrorist financing and enhance security and stability at the regional and international levels.
