A new wave of slow-moving storms accompanied by heavy rain is hitting southern Texas, already suffering from flood effects, causing new life-threatening floods.
According to Texas Governor Greg Abbott, more than 75 people have been rescued from rising floodwaters across the state, and he declared a state of disaster in 59 counties.
