He pointed out that the text of the Memorandum of Understanding clearly states that arrangements for reopening the Strait of Hormuz will be made by Iran, and that the fifth paragraph of the text of the Memorandum of Understanding is not open to interpretation in a way that allows the Americans to make decisions based on their own interpretations.

He said: "Instead of allowing Iran to reopen the strait in accordance with the Memorandum of Understanding, the Americans began evading from the first day, and tried, through incitement and in cooperation with countries in the region, to bypass the path agreed upon with Iran. Through this action, the United States violated the Memorandum of Understanding, jeopardized navigation security, and contributed to escalating tension and conflict in the region."
