Hamas delegation arrives in Cairo to continue negotiations to consolidate ceasefire in Gaza

Hamas announced on Wednesday evening the arrival of a delegation of its leadership, headed by the head of the movement in the Gaza Strip Khalil al-Hayya, to Cairo to meet with mediators and continue negotiations to consolidate the ceasefire and transition to the second phase of the agreement.
Media adviser to the head of the movement Taher al-Nunu said in a statement that a delegation from Hamas leadership headed by Khalil al-Hayya arrived in Cairo "to continue negotiations and meet with mediators with the aim of consolidating the ceasefire and reaching agreement on transitioning to the second phase."
Al-Nunu added that "Hamas stresses the need to increase aid to the Gaza Strip, complete the implementation of the first phase, and expedite the entry of the agreed-upon National Committee for the Administration of Gaza."
He indicated that this comes "especially after the resignation of the committee managing the sector two days ago."
Al-Nunu pointed out that "national and governmental preparations have been completed in the Gaza Strip for implementation and to facilitate handover and takeover tasks."
He mentioned that the Hamas negotiating delegation "returns to Cairo after less than two days following negotiations that lasted several days last week, indicating intensified negotiation meetings in this round."
On Monday, the Director General of the Government Media Office in Gaza Ismail al-Thawabta announced the resignation of the head of the Government Emergency Committee and the Acting Head of Government Work Follow-up Mohammed al-Farra, saying the step comes "as confirmation of the seriousness of the procedures, implementation of agreements, and to facilitate the transfer of the sector's administration to the National Committee for the Administration of Gaza."
In response, the High Representative of the 'Peace Council' in Gaza, Nikolay Mladenov, called for speeding up agreement on the remaining implementation items in the roadmap regarding the Palestinian sector.
These moves coincide with the continuation of consultations hosted by Cairo regarding the completion of the implementation of the agreement, the latest of which was on June 30, 2026.
Hamas said then that its delegation would continue to discuss the 'roadmap' with mediators, including the second phase of the agreement, mechanisms for the entry of the administrative committee and international protection forces into the sector, leading to a full Israeli withdrawal from Gaza.
On Friday, Israeli reports revealed discussions held by the 'Peace Council' early last week regarding timelines and arrangements related to the 'day after' plan in Gaza, amid what it said was 'an American decision to proceed with implementing gradual reconstruction in areas controlled by Israel, despite the failure to disarm Hamas.'
Last week, the Israeli Broadcasting Corporation said the United States handed Israel a document containing demands related to the Gaza Strip, including proceeding with reconstruction even without disarming Hamas.
On May 21, 2026, Mladenov proposed a 15-point 'roadmap' to implement the Trump plan regarding Gaza.
The 'Peace Council,' chaired by Trump, is one of the structures for managing the transitional phase in Gaza, in addition to the Gaza Executive Council, the National Committee for the Administration of Gaza (the technocrat government still in Cairo), and the International Stabilization Force.
Mladenov's roadmap specifies mechanisms for implementing files related to Gaza's future, including reconstruction, disarmament, Israeli withdrawal, the work of the International Stabilization Force, and rebuilding the police force.
It stresses the need to 'implement the measures promised at the start of the ceasefire agreement, on October 10, 2025, including humanitarian aid, fuel, crossings, and shelter, before moving to the next phase.'
The Gaza Strip faces widespread destruction due to the genocide war waged by Israel since October 8, 2023, which has resulted in the killing of more than 73,000 Palestinians and injury of more than 173,000, in addition to the destruction of about 91 percent of the infrastructure in the sector.
