RIYADH — Saudi Arabia has approved a new General Education Law under a royal decree, establishing a comprehensive framework to strengthen governance across the general education sector, improve educational outcomes and support the Kingdom's Vision 2030 objectives.

Minister of Education Yousef Al-Benyan thanked King Salman and Crown Prince Mohammed bin Salman for approving the law, calling it a major advancement for general education and sector efficiency.

The law defines the roles and responsibilities of the Ministry of Education, the General Education Affairs Council and other relevant entities to improve policy coordination, decision-making and oversight of the general education system.

The law sets rules for private and nonprofit involvement in education, aiming to attract investment, build partnerships, improve quality, and widen access in line with Vision 2030.

The legislation emphasizes the protection of the right to education, safeguards the rights of students and teachers, and promotes safe and supportive learning environments. It also reinforces the role of families in supporting students throughout their educational journey.

It boosts early childhood education by highlighting the critical early years and enhances services for students with disabilities while expanding programs for gifted learners.

The Ministry of Education said it will work with relevant government entities to finalize the implementing regulations required for the law's application and ensure its effective implementation.

The General Education Law includes provisions governing education stages, the General Education Affairs Council, educational institutions, academic pathways, e-learning, continuing education, the educational environment, and the rights and responsibilities of students and teachers.

The new law replaces previous education regulations and establishes clearer lines of authority. It is expected to attract more private investment into the education sector, aligning with the Kingdom's economic diversification goals. The emphasis on early childhood education reflects growing recognition of its importance in human capital development. The law also strengthens protections for students and teachers, aiming to improve the learning environment. Implementation will be overseen by the Ministry of Education and the General Education Affairs Council.
