The Real Estate General Authority concluded the third edition of the Real Estate Mediation Forum, held in Riyadh on the occasion of the third anniversary of the enactment of the Real Estate Mediation System, in the presence of the CEO of the Authority, Engineer Abdullah bin Saud Al-Hammad, with the participation of a number of experts, specialists, real estate brokers, mediation institutions, and those interested in the real estate sector.
The forum reviewed the indicators of real estate mediation activity since the system took effect until the end of June 2026; the total number of real estate mediation licenses issued to individuals and institutions exceeded 117,000 licenses, the number of mediation contracts reached 1.1 million contracts, and real estate advertisements exceeded 1.2 million, reflecting the expansion of licensed practice and the growing presence of organized documentation and advertising in the real estate market.

These indicators highlight the size of the market in which the real estate mediation system operates, and the importance of the licensed mediator's role in organizing the relationship between parties, documenting transactions, and enhancing the clarity of practice and quality of service.
The main session discussed the most prominent changes in the real estate market and the tools that enable the mediator to keep pace with them, foremost among them the development of systems and regulations, real estate technologies and artificial intelligence, changing behavior of transacting parties, as well as the developmental and investment transformations witnessed by the Kingdom and their implications for the future of real estate mediation. Speakers affirmed that real estate regulations and laws have contributed to building a clearer contractual environment that protects the rights of transacting parties, noting that the professionalism of the mediator is linked to knowledge, speed of execution, compliance with regulations, and understanding of the scope of work, projects, and markets in which he operates. The advanced digital infrastructure in the Kingdom gives mediators more efficient tools to verify and analyze data and improve customer experience, stressing the importance of simplifying information for the transacting party, and explaining what relates to his transaction and obligations, helping him make decisions with confidence and clarity.
In the second dialogue session, which shed light on the future of real estate mediation three years after its system took effect, the official spokesman of the Real Estate General Authority, Taysir bin Muhammad Al-Mufarrij, confirmed that the next phase focuses on the quality of practice and building a more professional market, indicating that enhancing awareness is a shared responsibility between the Authority, mediators, and transacting parties, and that reporting violations and refraining from dealing with unlicensed persons are among the most prominent tools to reduce violative practices. He pointed out that the integration of regulatory competencies has contributed to developing the work system and providing a more integrated journey for beneficiaries, and that the opportunities of the next phase will be for the practitioner who develops his knowledge and skills, employs technology, and provides an experience that meets customer expectations.
The forum witnessed a series of announcements, including the announcement of the real estate mediation levels track, aiming to build a gradual professional qualification journey that raises the practitioner's readiness, combining regulatory knowledge and practical skills to support service quality and continuous professional development. The Saudi Real Estate Institute, in cooperation with the Institute of Public Administration, announced a Diploma in Real Estate Systems and Legislation, aimed at preparing specialized legal and regulatory competencies to meet the needs of the sector. In addition, the entry into the real estate classification phase was announced, and the draft guides for the classification of mediation and real estate marketing facilities and real estate auction facilities will soon be presented via the Istitlaa platform to develop standards that enhance the clarity of facility data and raise the quality of practice with the participation of the sector and the public.
The forum included an announcement limiting real estate advertising to those licensed to practice real estate mediation and marketing activity through the "Fal" license, with a commitment to issue and display the advertising license in accordance with the regulations and instructions governing it, enhancing the clarity of the advertiser's identity and the reliability of real estate content.
The forum witnessed the signing of a cooperation agreement between the Saudi Real Estate Institute and King Saud University to launch the Real Estate Fellowship Program, aiming to develop professional knowledge, lead real estate thought, and build a professional community of specialists in the sector.
