Saudi Real Estate Authority: Holding 'Mawthooq' License Does Not Replace 'Fal' License

The Saudi Real Estate Authority confirmed the mandatory requirement to obtain a 'Fal' license for anyone wishing to present a real estate advertisement inside the Kingdom, according to the official spokesperson and Executive Director of Strategic Communication at the Authority, Taisir Al-Mufarraj.

This came during the Real Estate Mediation Forum in Riyadh, which witnessed discussion of the most prominent challenges and opportunities in the real estate mediation market, in addition to reviewing initiatives aimed at developing the profession and raising the efficiency of practitioners.

Al-Mufarraj said during the forum that the decision came after careful study and comprehensive evaluation in coordination with the General Authority for Media Regulation and with the approval of the head of the Real Estate Authority.

He indicated that the decision includes social media influencers across their various digital channels without any exceptions in applying these approved controls.

He stressed that influencers holding the 'Mawthooq' license does not exempt them from the 'Fal' license, as they are completely prohibited from presenting any real estate advertisement without having it.

In a related context, Al-Mufarraj said that the value of real estate transactions during three years reached 1.6 trillion riyals, while the number of brokers reached 117,000 brokers who executed one million mediation contracts.

He pointed out that the total number of real estate mediation licenses reached 117,691 licenses since the implementation of the real estate mediation system, while the number of real estate mediation contracts exceeded 1.11 million contracts, and more than 13 million sales and rental transactions.

The forum included decisions, including the entry of mediation and auction institutions into the 'real estate classification' stage according to 8 criteria, in addition to launching a qualifying track for mediators ending with a comprehensive in-person test to issue the license.

The forum's activities also included the launch of the 'Diploma in Real Estate Systems and Legislation' as a higher diploma in partnership with the Institute of Public Administration.
