The Council of Ministers approved a decision allowing installment payment of financial fines owed to the state imposed on private and non-profit sector establishments, in a step aimed at alleviating financial burdens on establishments and enhancing business continuity, while regulating installment procedures according to controls adopted by the Ministry of Finance.

The decision stipulates - as an exception to some provisions of the State Revenue System and its executive regulations - to allow establishments to submit requests to install the financial fines issued against them to the entity that imposed the fine, according to rules to be adopted by the Minister of Finance within a period not exceeding 14 days from the date of approval of the decision.

The decision also allows establishments to resubmit installment requests even if they had previously submitted requests that were not approved before the decision came into effect, provided that the competent entity studies the requests according to the approved rules, then refers them to the Ministry of Finance within 10 days from the date of receipt.

Benefiting from the facilities

According to the decision, the Ministry of Finance will decide on the installment requests referred to it within a period not exceeding 14 days from the date of receipt, ensuring speedy completion of procedures and enabling establishments to benefit from the prescribed facilities. The decision stipulated that its provisions shall enter into force 14 days after its publication in the Official Gazette, and shall remain in effect until January 1, 2027, or until the enactment of the draft State Revenue System and its executive regulations, whichever is earlier. The Council of Ministers tasked the Saudi Data and Artificial Intelligence Authority (SDAIA) and the National Center for Government Resource Systems, in coordination with the Ministry of Finance, with automating requests for installment of debts owed to the state through national platforms, within a period not exceeding 45 days from the date of issuance of the decision, to contribute to facilitating procedures and raising the efficiency of government services provided to establishments.
