By nationality, Saudis held the largest share of appointments, with 590 employees at 91.9% of the total, versus 52 non-Saudi employees at 8.1%, confirming continued focus on localization of government jobs and utilization of national talents. Riyadh Region topped all regions with 343 employees, accounting for 53.4% of all appointments, followed by Makkah Region in second place with 81 employees (12.6%), then the Eastern Region with 55 employees (8.6%), Asir in fourth with 42 employees (6.5%), Al-Qassim in fifth with 29 employees (4.5%), Madinah in sixth with 20 employees (3.1%), Jazan in seventh with 15 employees (2.3%), Najran in eighth with 13 employees (2%), Northern Borders in ninth with 10 employees (1.6%), and Tabuk, Hail, and Al-Jouf tied for tenth with 9 employees each (1.4%), while Al-Baha recorded 5 employees (0.8%), and appointments outside the Kingdom reached two employees (0.3%). Attracting Talents The appointment indicators reflect continued government efforts to attract national talents and allocate jobs according to the actual needs of government entities, with appointments concentrated in densely populated areas and the main headquarters of ministries and authorities, led by Riyadh Region, supporting Saudi Vision 2030 goals of developing human capital, raising government sector efficiency, and enhancing employment opportunities for citizens across the Kingdom.
