The Non-Profit Sector Development Center has launched the 'Government Services Assignment Guide' to serve as a practical reference for non-profit organizations. It includes seven main units that address the general framework for assignment, criteria for selecting services, mechanisms for dealing with competition documents, preparing technical and financial proposals, supportive enablers, stages of implementing assignment, project management, and quality assurance, along with models and practical tools that contribute to enhancing the operational and institutional readiness of organizations.

The center attributed the issuance of the guide to raising the readiness of non-profit organizations to compete for the implementation of government services and strengthening their institutional, technical, and financial capacities, which supports partnership with government entities and improves the efficiency and quality of services provided to the community.

The guide targets board members, executive leaders, program and project managers, governance and compliance specialists, financial auditors, and legal consultants, with the aim of enabling non-profit organizations to build institutional capacities that qualify them to compete for the implementation of government services according to best practices.

The launch of the guide is part of the 'Government Services Assignment' program, one of the objectives of Saudi Vision 2030, which aims to transfer the implementation of a number of community services from government entities to non-profit organizations through a contractual relationship, thereby enhancing the efficiency of government spending, improving the quality of services, and supporting the growth of the non-profit sector and expanding its developmental and social impact.

The center indicated that the services eligible for assignment include community-oriented services such as awareness campaigns, healthcare, community initiatives, afforestation, and other developmental services, while services of a sovereign or regulatory nature and internal services specific to government entities are excluded. The program also provides a package of enablers that includes training, guidance manuals, and a catalog of services eligible for assignment, which enhances the readiness of organizations to compete for the implementation of government services with higher efficiency.
