General / Islamic Alliance and United Nations Launch a Specialized Program to Prepare Legal Personnel from Palestine and Chad in Combating Terrorist Financing

Riyadh, 05 Safar 1448 AH corresponding to 19 July 2026 AD, SPA -- The Islamic Military Alliance to Fight Terrorism launched today at its headquarters the legal training program in the field of combating terrorist financing (Guide), in cooperation with the United Nations Counter-Terrorism Centre (UNCCT), in the presence of the Secretary-General of the Islamic Alliance, Major General Pilot Mohammed bin Saeed Al-Mughaidi, and representatives of member states, and with the participation of (25) trainees from the State of Palestine and the Republic of Chad. The program, which takes place from (19) to (23) July, represents a new step in the strategic partnership between the Alliance and the United Nations to strengthen the international legal framework in confronting terrorist financing, by qualifying national cadres and developing their capabilities according to the latest international standards and practices. In his speech at the opening of the program, Major General Al-Mughaidi stressed that building legal capacities constitutes the first line of defense against the crimes of terrorist financing, pointing out that developing legislation, raising the efficiency of judicial and security authorities, and enhancing international cooperation are key elements to deprive terrorist organizations of their financing sources and dry up their resources. He explained that the Alliance continues to implement its specialized programs in partnership with international organizations and member states, based on its vision aimed at unifying international efforts to combat terrorism, building national capacities, and enhancing the exchange of expertise and knowledge, in line with changing security challenges, and raising the readiness of national institutions to deal with crimes related to terrorist financing efficiently and effectively. The program aims to develop the legal, institutional and operational capabilities of workers in law enforcement agencies, financial investigation units, public prosecutions, and relevant authorities, enhancing their ability to detect, investigate and prosecute terrorist financing crimes in accordance with international obligations and best practices. It focuses on developing national legal frameworks, enhancing the application of relevant international conventions and Security Council resolutions, and the recommendations of the Financial Action Task Force (FATF), in addition to supporting international cooperation mechanisms, including mutual legal assistance, extradition of wanted persons, joint investigations, and information exchange. The program includes a series of specialized sessions covering national and international legal frameworks for combating terrorist financing, financial investigation methodologies, mechanisms for tracing illicit financial flows, and enhancing coordination between national and international bodies, in addition to reviewing the most prominent successful international experiences and practices in this field. The program will be presented by a group of international experts from the United Nations system: Head of the Counter-Terrorism Financing Programme, France Lemonnier; Program Management Officer for Counter-Terrorism Financing, Kamal Anwar; Counter-Terrorism Financing Programme Consultant at the United Nations Office on Drugs and Crime, Hans van Vuren; and Counter-Terrorism Financing Programme Consultant, Dr. Yahya Arafa. The launch of this program comes within the strategic initiatives implemented by the Islamic Military Alliance to Fight Terrorism to build the capacities of member states in its four areas (intellectual, media, counter-terrorism financing, and military), enhancing the readiness of national institutions, developing institutional work systems, and consolidating effective international partnerships in support of efforts to dry up sources of terrorist financing and enhance security and stability at the regional and international levels. // End // 14:07 T M 0074
