Council of Ministers Raises Energy Prices
The Council of Ministers, during its session held today, Monday, chaired by the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud - may God preserve him - issued two decisions, the texts of which are as follows:
The Council of Ministers
After reviewing the discussions that took place in the meeting of the Council of Economic and Development Affairs regarding matters related to the air transport of civilian and military employees and those of similar status in light of regional and international practices and reviewing that in a way that achieves spending efficiency.
After reviewing Article (19) of the Statute of the Council of Ministers issued by Royal Order No. (A / 13) dated 3/3/1414 AH.
After reviewing the Statute of Ministers, Deputy Ministers, and Employees of the Excellent Rank issued by Royal Decree No. (M / 10) dated 18/3/1391 AH.
After reviewing Article (27 / 4) of the Executive Regulations of the Civil Service Statute issued by the decision of the Civil Service Council No. (1) dated 27/7/1397 AH and Article (Forty-second) of the Regulations of Financial Rights and Benefits issued by Royal Order No. (A / 28) dated 20/3/1432 AH.
After reviewing Article (Forty-seventh) of the Officer Service Statute issued by Royal Decree No. (M / 43) dated 28/8/1393 AH and its amendments.
Decides the following:
First: Air transport for civilian and military employees and those of similar status shall be as follows:
1 - Economy class for employees of Grade (Eleventh) and below, and its equivalent on the military job scale and all other civilian job scales.
2 - Business class for employees of (Fourteenth), (Thirteenth), and (Twelfth) grades and their equivalents on the military job scale and all other civilian job scales. In the absence of this class, the provision in paragraph (1) of this clause shall apply to them.
3 - First class for employees of Grade (Fifteenth) and above and their equivalents on the military job scale and all other civilian job scales. In the absence of this class, the provision in paragraph (2) of this clause shall apply to them.
Second: The provisions in clause (First) of this decision shall apply to all employees of government agencies, public institutions, authorities, funds, and similar entities, whether their budgets are within the state budget or outside it, as well as to workers in companies wholly owned by the state.
Third: A committee shall be formed in the Ministry of Finance consisting of representatives from: the Ministry of Finance, the Ministry of Civil Service, the Ministry of Commerce and Industry, and the Secretariat of the Military Service Council. Its task shall be to decide on handling any case or problem arising from the application of the provisions in clauses (First) and (Second) of this decision.
Fourth: Emphasize to oversight bodies to follow up on the implementation of what is stated in this decision and take the necessary regulatory measures regarding any violation arising therefrom.

After reviewing the transaction received from the Royal Court under No. (13586) dated 15/3/1437 AH regarding what was prepared by the ministerial committee formed under the chairmanship of the Ministry of Economy and Planning, and membership of the Ministries of Petroleum and Mineral Resources, Water and Electricity, Commerce and Industry, and Social Affairs concerning the adjustment of prices of energy, water, and sanitation, in line with international prices, and what the Council of Economic and Development Affairs considered regarding the inappropriateness of that at this stage and that such adjustment should be consistent with the circumstances of citizens.
After reviewing the Supreme Order No. (17736) dated 29/4/1436 AH, regarding raising the efficiency of the government support system.
After reviewing the Royal Order No. (A / 37) dated 2/4/1427 AH.
After reviewing the decisions of the Council of Ministers No. (134) dated 19/9/1412 AH, No. (170) dated 12/7/1421 AH, No. (55) dated 12/3/1427 AH, No. (333) dated 16/10/1430 AH, and No. (78) dated 9/2/1436 AH.
After reviewing the relevant regulations, orders, royal decrees, and decisions.
Decides the following:
First: Adjust the prices of energy products to be as follows:

5 Natural Gasoline Dollar / ton Equation = 0.80 x (average price of natural gasoline ton in Japan for the previous month minus freight and insurance from Ras Tanura to Japan)

Fifth: A national program shall be established to develop an integrated plan to rationalize the consumption of energy products and water by reviewing the prices of those products and following up on their implementation. The program shall have an executive committee formed from the following entities:
1 - Ministry of Petroleum and Mineral Resources.
2 - Ministry of Economy and Planning.
3 - Ministry of Finance.
4 - Ministry of Commerce and Industry.
