The Real Estate General Authority concluded the third edition of the Real Estate Mediation Forum, held in Riyadh on the occasion of the third anniversary of the enforcement of the Real Estate Mediation System, in the presence of the CEO of the Authority, Eng. Abdullah bin Saud Al-Hammad, with the participation of a number of experts, specialists, real estate brokers, mediation establishments, and those interested in the real estate sector.

The forum reviewed the indicators of real estate mediation activity since the enforcement of the system until the end of June 2026. The total real estate mediation licenses issued to individuals and establishments reached more than 117,000 licenses, and the number of mediation contracts reached 1.1 million contracts, while real estate advertisements exceeded 1.2 million advertisements, reflecting the expansion of licensed practice and the growing presence of documentation and organized advertising in the real estate market.

These indicators highlight the size of the market within which the real estate mediation system operates, and the importance of the licensed mediator's role in organizing the relationship between parties, documenting transactions, and enhancing the clarity of practice and quality of service.
The main session discussed the most prominent changes in the real estate market and the tools that enable the mediator to keep pace with them, foremost of which are the development of systems and regulations, real estate technologies and artificial intelligence, changing behavior of transactors, in addition to the developmental and investment transformations witnessed by the Kingdom and their implications for the future of real estate mediation. The speakers affirmed that real estate regulations and laws have contributed to building a more transparent contractual environment that preserves the rights of the transacting parties, noting that the professionalism of the mediator is linked to knowledge, speed of execution, adherence to regulations, and understanding the scope of work, projects, and markets in which he operates. They indicated that the advanced digital infrastructure in the Kingdom gives mediators more efficient tools for data verification, analysis, and improving customer experience, stressing the importance of simplifying information for the transactor and explaining what is related to his transaction and obligations, thus helping him make decisions with confidence and clarity.
In the second dialogue session, which highlighted the future of real estate mediation after three years of enforcement of its system, the official spokesperson of the Real Estate General Authority, Taysir bin Mohammed Al-Mufarrij, affirmed that the next phase focuses on the quality of practice and building a more professional market, stating that raising awareness is a shared responsibility between the Authority, mediators, and transactors, and that reporting violations and refraining from dealing with unlicensed persons are among the most prominent tools to reduce violative practices. He pointed out that the integration of regulatory competencies has contributed to developing the work system and providing a more integrated journey for beneficiaries, and that the opportunities of the next phase will be for the practitioner who develops his knowledge and skills, employs technology, and provides an experience that meets customer expectations.
The forum witnessed a series of announcements, including the announcement of the path of real estate mediation levels, with the aim of building a gradual professional qualification journey that raises the readiness of the practitioner and combines regulatory knowledge and applied skills, thus supporting the quality of service and continuous professional development. The diploma in real estate systems and legislation, offered by the Saudi Real Estate Institute in cooperation with the Institute of Public Administration, was announced to prepare specialized legal and regulatory competencies that meet the needs of the sector. Additionally, the phase of real estate classification was announced, and the draft guides for classifying mediation and real estate marketing establishments and real estate auction establishments will soon be opened for input via the Istila' platform to develop criteria that enhance transparency of establishment data and raise the quality of practice with the participation of the sector and the public.
The forum included the announcement of restricting real estate advertising to those licensed to practice real estate mediation and marketing activity through the 'Fal' license, with the commitment to issue and display the advertising license in accordance with the relevant regulations and instructions, thus enhancing the clarity of the advertiser's identity and the credibility of real estate content.
The forum witnessed the signing of a cooperation agreement between the Saudi Real Estate Institute and King Saud University to launch the Real Estate Fellowship Program, with the aim of developing professional knowledge, leading real estate thought, and building a professional community of specialists in the sector.
