The Entertainment Activities and Supporting Activities System, approved by the Cabinet on June 16, 2026, represents a pivotal regulatory step in developing the entertainment sector ecosystem in the Kingdom. It aims to regulate, develop, and improve the quality of entertainment and supporting activities, thereby contributing to sector growth and sustainability, enhancing its investment attractiveness, and improving the quality of services provided to beneficiaries, in line with the goals of Saudi Vision 2030.

The system establishes a comprehensive regulatory framework for practicing entertainment and supporting activities by organizing licensing procedures and defining the necessary standards, requirements, and controls for conducting these activities. This contributes to raising operational efficiency, enhancing compliance, and achieving higher levels of quality in the services and entertainment experiences provided.

The system enhances transparency and clarity of roles, rights, and obligations among various relevant parties. It grants the General Entertainment Authority the necessary regulatory and supervisory powers to oversee entertainment and supporting activities, and to verify compliance with approved standards, controls, and requirements through supervision, inspection, and violation monitoring, thereby supporting the construction of a more efficient and stable regulatory environment.

The system also establishes the concept of compliance in the entertainment sector by setting clear provisions for violations and penalties. This contributes to increasing the rate of adherence to approved requirements and standards, improving the quality of services provided, and fostering a more disciplined and reliable operating environment.

The system contributes to providing a clearer and more attractive regulatory environment for investors and operators by specifying the procedures and requirements related to practicing entertainment and supporting activities. This supports the sector's growth and sustainability, enhances investment opportunities, and increases the private sector's contribution to developing the entertainment ecosystem in the Kingdom. This follows regulatory efforts that have resulted in the classification of more than 1,200 investors in the entertainment sector and over 4,500 entertainment activities since early 2024, reflecting the evolution of the regulatory environment and the sector's maturity.
