Chaired by Crown Prince: Cabinet Approves International Agreements and Passes State Revenue Law
His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – chaired the Cabinet session held today in Jeddah. At the outset of the session, the Crown Prince briefed the Cabinet on the content of the phone call he received from U.S. President Donald Trump, during which they reviewed areas of cooperation between the two countries and a number of regional and international issues, and stressed support for everything that contributes to achieving security and stability in the region. His Highness also informed the Cabinet of the results of his discussions with Canadian Prime Minister Mark Carney, which affirmed the keenness to consolidate and develop bilateral relations at various levels towards a future characterized by deeper joint cooperation, supported by mutual trust, close friendship, and the objectives stemming from Saudi Vision 2030 and Canada's growth agenda to build a stronger and more resilient economy for both countries. In this context, the Cabinet commended the official visit of the Canadian Prime Minister, which witnessed the signing of memoranda of understanding on the establishment of the Saudi-Canadian Coordination Council, cooperation in energy and investment in artificial intelligence and skills development, and the success achieved at the Saudi-Canadian Investment Forum, which included the announcement of trade and investment agreements between government entities, companies, and institutions from both countries in the fields of mining, engineering, infrastructure, advanced industries, training, education, financial services, and information and communications technology. Minister of Human Resources and Social Development and Acting Minister of Media, Engineer Ahmed bin Sulaiman Al-Rajhi, stated in his briefing to the Saudi Press Agency after the session that the Cabinet, following its monitoring of events on regional and international arenas, condemned in the strongest terms the repeated Iranian attacks on commercial vessels in the Strait of Hormuz and against the State of Kuwait, the Kingdom of Bahrain, the State of Qatar, the United Arab Emirates, the Sultanate of Oman, and the Hashemite Kingdom of Jordan, affirming the total rejection of Iran's continued behavior that destabilizes the region's security and its violations of the principles of international law, the charters of the United Nations and the Organization of Islamic Cooperation, and the rules of good neighborliness. The Cabinet expressed its welcome of the contents of the meeting held in Riyadh between the Saudi and Iraqi sides, which included Iraq's affirmation of its commitment not to allow its territory and airspace to be used as a launching point for any acts or attacks targeting the Kingdom, the Gulf Cooperation Council states, and the region, in addition to the agreement to continue bilateral coordination in a manner that serves common interests. The Cabinet welcomed the announcement by the United States of America to begin procedures to repeal the law designating the Syrian Arab Republic as a state sponsor of terrorism, which was enacted in 1979, reiterating the Kingdom of Saudi Arabia's support for the positive steps taken by the Syrian government to enhance security and stability, build state institutions, and fulfill the aspirations of its brotherly people. The Cabinet reviewed the items on its agenda, including subjects studied by the Shura Council, as well as the outcomes of the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Cabinet, and the Experts Authority of the Cabinet. The Cabinet resolved the following: First: Authorizing the Minister of Foreign Affairs – or his delegate – to negotiate with the Guatemalan side regarding a draft general cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Guatemala, and to sign it. Second: Authorizing the Minister of Culture – or his delegate – to negotiate with the Albanian side regarding a draft memorandum of understanding for cultural cooperation between the Ministry of Culture of the Kingdom of Saudi Arabia and the Ministry of Tourism, Culture, and Sports of the Republic of Albania, and to sign it.
Third: Authorizing the Minister of Human Resources and Social Development – or his delegate – to negotiate with the Armenian side regarding a draft memorandum of understanding for cooperation in the fields of labor and social protection between the Ministry of Human Resources and Social Development of the Kingdom of Saudi Arabia and the Ministry of Labor and Social Affairs of the Republic of Armenia, and to sign it. Fourth: The Saudi Society of Internal Auditors shall negotiate with the Turkish Institute of Internal Auditors regarding a draft memorandum of understanding for cooperation in the field of internal auditing, governance, risks, and compliance, and to sign it. Fifth: Approval of a memorandum of understanding for geological technical and scientific cooperation between the Saudi Geological Survey and the Iraqi Geological Survey. Sixth: Approval of two memoranda of understanding in the field of anti-corruption between the Oversight and Anti-Corruption Authority of the Kingdom of Saudi Arabia and the Office of the Attorney General of the Federative Republic of Brazil, and the High Authority for Good Governance of the Republic of Côte d'Ivoire. Seventh: Approval of a memorandum of understanding between the General Court of Audit of the Kingdom of Saudi Arabia and the State Audit Office of the Republic of North Macedonia for cooperation in accounting, auditing, and professional work. Eighth: Approval of two memoranda of understanding for cooperation in the field of procedures, mechanisms, and strategies related to the non-profit sector between the National Center for Non-Profit Sector Development of the Kingdom of Saudi Arabia and the Ministry of Social Development of the Kingdom of Bahrain, and the Ministry of Culture, Community, and Youth of the Republic of Singapore. Ninth: Approval of a memorandum of understanding between the King Salman Global Academy for Arabic Language of the Kingdom of Saudi Arabia and the General Secretariat of the Gulf Cooperation Council. Tenth: Approval of the State Revenue Law. Eleventh: Creating a training visa to be granted to international trainees, according to a number of arrangements. Twelfth: Appointing Mr. Imad bin Ouda Al-Ouda and Mr. Fahd bin Muhammad Al-Shibl as members of the Board of Directors of the Saudi Post Corporation. Thirteenth: Approving the final accounts of the Agricultural Development Fund, the Tourism Development Fund, and the universities of Jazan, Umm Al-Qura, Hail, and Hafr Al-Batin for previous fiscal years. Fourteenth: Issuing necessary directives regarding a number of items on the Cabinet agenda, including annual reports of the King Abdulaziz Royal Reserve Development Authority, and the universities of Umm Al-Qura, Northern Borders, and King Khalid. Fifteenth: Approving the promotion of Muhammad bin Youssef Al-Harbi to the position of Minister Plenipotentiary at the Ministry of Foreign Affairs, and the promotion of Khalid bin Muhammad Al Al-Sheikh to the position of Legal Advisor at the Fourteenth Rank at the Experts Authority of the Cabinet.
