The decision aims to facilitate the procedures for issuing licenses for the use of well water and regulate the use of groundwater, and contribute to achieving water sustainability and ensuring the continuity of beneficiaries' activities in a way that enhances the efficiency and sustainability of water resource management.

The categories benefiting from the extension decision include individuals, government entities, the business sector, and the non-profit sector, with the ministry inviting all those involved to complete the procedures for obtaining licenses within the specified period. The ministry confirmed that the extension decision does not include licenses for the use of local agricultural companies and major wheat farmers, nor licenses for water distribution activities and bottled water factories, which are subject to their specific regulatory controls.
