Quality of Life is one of the programs of Saudi Vision 2030, and it is also considered a continuous program even after the completion of Vision 2030, as it continues with the next vision 2040 because it has a continuous nature since it directly relates to people: citizens, residents, guests of the Rahman, and visitors.

Government agencies

It aims to bring happiness, satisfaction, and stability to everyone living on Saudi soil. The program has partnerships with most vital sectors; the successes of these sectors reflect on the program. The Quality of Life partners from the sectors are: economy, human resources, urban environment, municipal, tourism, entertainment, culture, sports, security, in addition to some other service sectors. Thus, the Quality of Life program is considered the standard and measure of the vision's success, and what it brings to public life in terms of stability and satisfaction is an indicator of society's interaction with urban and housing projects and the services provided, including strategic projects and infrastructure from projects such as: the Saudi Green Initiative, creating continuous job opportunities, architectural styles, diverse cultural offerings, comprehensive sports including hosting world championships, tourism options for domestic and international tourists, entertainment for all ages.

On July 20, 2026 (SPA), the Quality of Life program - one of the programs to achieve Saudi Vision 2030 - reviewed in its annual report for 2025 the most prominent achievements accomplished in various related sectors, and the progress witnessed by the Quality of Life system in implementing initiatives and transformational projects, contributing to achieving the goals of Vision 2030 and enhancing the quality of life for all residents of the Kingdom.

Key report statistics

* Economy: The Quality of Life program contributed to the GDP by 78 billion riyals, exceeding the target of 77.1 billion riyals. The contribution to non-government investment reached 21.8 billion riyals, and the local content ratio rose to 44%, exceeding the target of 37%.

* Human resources: Created 387,000 jobs by the end of the year, with an annual growth of 6.35%.

- Urban design sector: Made progress in improving the urban environment through the Saudi Architecture Map initiative, which includes 19 architectural styles inspired by the Kingdom's geographical and cultural characteristics.

* Municipal: The percentage of citizen satisfaction with municipal services rose to 85%, exceeding the target of 74%. The "Fors" initiative contributed to linking 49 government agencies with the private sector by offering more than 19,000 investment opportunities, and the value of returns from its contracts exceeded 9 billion riyals, supporting city economies.

* Tourism: The tourism sector witnessed continuous growth, as the Kingdom's destinations received more than 32 million domestic and international tourists during the Saudi Summer season, with a growth rate of 26% compared to the previous season. Tourism spending exceeded 53.2 billion riyals, with a growth of 15%.

As for the number of tourists, the number of international tourists arriving at various Saudi destinations doubled, as the Kingdom recorded a growth of 102% in the number of international tourists during the first quarter, compared to 2019, significantly exceeding the global growth rate of 3% and the Middle East growth rate of 44%. The Kingdom ranked third globally and second regionally.

* Entertainment: The entertainment sector continued its expansion through a system comprising 954 licensed sites, hosting 40 unique entertainment events, in addition to implementing various training programs and development courses benefiting more than 42,000 beneficiaries in 10 cities, incubating 33 startups, and supporting 110 establishments through financing and financial guarantee programs.

* Culture: In the cultural sector, the Prince Mohammed bin Salman International Center for Arabic Calligraphy was inaugurated in Medina, and the Red Sea Museum was opened in Historic Jeddah as a qualitative addition to the cultural and knowledge scene in the Kingdom. The number of cultural event days reached 6,314 days compared to the 2025 target of 3,010 days, and the number of "visitable national heritage sites" reached 232 sites, achieving the target for 2025.

* Sports: In the sports sector, the percentage of adults engaging in physical activity rose to 59.1%, exceeding the target of 55%. More than 230,000 participants benefited from the Sports for All platform, which includes more than 9,000 sports groups.

* Security: The security sector witnessed the inauguration of the Unified Security Operations Center (911) in Medina, the fourth in the Kingdom, unifying the work of 28 operations rooms within an integrated operational system including security, government, and service agencies in the region.
