The unified electronic platform 'Istitlaa' for surveying public and government entities' opinions, affiliated with the Saudi Center for Competitiveness and Business, has launched 60 projects related to economic and developmental affairs, in cooperation with 19 government entities, to enable stakeholders to express their views and suggestions on them before they are approved.

The projects presented on the platform included the draft regulation for clubs taking the form of a company, which was proposed by the Ministry of Sports, aiming to set provisions regarding obtaining approval to establish a club in the form of a company, licensing it, defining its requirements, and the sports, administrative, and financial obligations imposed on it, as well as provisions related to dissolution, merger, division, and bankruptcy.

The Ministry of Sports also proposed a draft regulation for sports institutes, which aims to regulate the licensing of these institutes, define the rules governing their activities, and safeguard the rights of beneficiaries. The consultation period for both projects ends on August 16, 2026.

For its part, the Ministry of Municipal, Rural Affairs and Housing proposed a draft update to the regulations for establishing companies owned by secretariats and municipalities, aiming to define the rules governing the establishment of these companies and assigning municipal work to them. The consultation period for this project ends on August 18, 2026.

The presentation of draft regulations and laws on the 'Istitlaa' platform comes as an affirmation of enhancing transparency in the legislative environment, spreading a culture of community participation in drafting projects related to the business environment, and engaging the public, government entities, and the private sector in this process.
