The Egyptian Nuclear Power Plants Authority affirmed its full commitment to applying the highest standards of quality, safety, and nuclear security in all stages of implementing the El Dabaa nuclear power plant project.

The authority said in a statement on Monday evening that what has been circulated on some websites and social media platforms regarding violations of safety procedures during the installation of the reactor pressure vessel for the second nuclear unit at El Dabaa is based on inaccurate conclusions built on video footage from the celebration ceremony and does not reflect the technical and executive procedures according to which the operation was carried out.

Approved Technical Documents

It also clarified that assessing compliance with safety standards in nuclear projects is not done through photos or video clips, but rather according to approved technical documents that include lifting plans, risk assessment studies, work permits, manufacturer instructions, certification of lifting equipment, in addition to continuous monitoring and supervision by the competent authorities.

It further added that what was raised regarding a violation of safety standards for fall protection was based on an incorrect interpretation of the regulations of the US Occupational Safety and Health Administration (OSHA), stressing that the standards allow more than one means of protection, including collective protection systems and engineering barriers, which were already applied during the installation process.

Globally Followed Engineering Procedure

The authority pointed out that the use of the technical teams' hands to guide the reactor pressure vessel during the final stage of installation is a globally followed engineering procedure in precise positioning operations of heavy equipment, and is carried out by trained personnel according to approved operating procedures, and does not constitute a violation of International Atomic Energy Agency standards or the Russian technical specifications governing these works.

It also confirmed that the same method is used in a number of major nuclear projects around the world, including the Hinkley Point plant in Britain, Akkuyu in Turkey, and Kudankulam in India, reflecting the compatibility of the procedures followed in the El Dabaa project with best international practices.

It also noted that the Director General of the International Atomic Energy Agency, Rafael Grossi, attended the installation ceremony of the reactor pressure vessel and reviewed the progress of the operation, praising the precision of execution and efficiency of performance.

It affirmed that Grossi congratulated Egypt on achieving this milestone, noting that any safety-related observations would have been issued by the competent regulatory authorities - had there been any - which did not happen.

Meanwhile, the authority stressed that the installation of the reactor pressure vessel for the second nuclear unit was completed according to the scheduled timeline, without recording any incidents or injuries related to lifting operations, reflecting the efficiency of the planning, execution, and risk management system.

It concluded its statement by calling on media outlets and social media users to verify accuracy and rely on official data issued by the competent authorities, and not to circulate undocumented information or conclusions regarding national and strategic projects.
