The White House confirmed Thursday that the civil nuclear agreement signed with Saudi Arabia will not take effect unless the kingdom normalizes its diplomatic relations with Israel.

This development comes as part of US efforts to promote regional normalization, a condition that Trump has previously raised on multiple occasions.

White House spokeswoman Karoline Leavitt stated that President Trump's remarks included an invitation to countries, including Saudi Arabia, to join the 'Abraham Accords.'

However, she did not provide a full explanation for why this new condition was not included before the agreement was signed on Wednesday.

She said: 'The president is always the final decision-maker on deals, as you know. And this is something he has mentioned on many occasions.'

Leavitt denied that Israeli Prime Minister Benjamin Netanyahu had requested the addition of this new condition, saying: 'No, to my knowledge. And as I told you, this is an idea the president has held for a long time.'

She added that Trump will continue his talks with Saudi leaders on normalizing relations, but he has not spoken with Saudi Crown Prince Mohammed bin Salman since announcing the new condition.

Saudi Crown Prince Mohammed bin Salman had previously stressed that the kingdom will not establish relations with Israel without a clear path to establishing a Palestinian state.

Leavitt said: 'The president released this statement just hours ago, and I do not believe he has had a call with Mohammed bin Salman in the hours since. However, this is a topic he has raised in previous conversations, as he has spoken about it many times in the past.'

Hours after Trump announced that Saudi Arabia would be required to join the 'Abraham Accords' to finalize the nuclear deal, Netanyahu praised the new condition. The Israeli Prime Minister's Office said in a statement: 'Saudi Arabia's joining the Abraham Accords would represent a historic leap forward for peace in the Middle East.'

US Energy Secretary Chris Wright and his Saudi counterpart signed the agreement on Wednesday, which allows the kingdom to develop a civil nuclear program.

The agreement is expected to undergo scrutiny in the US Congress.
